Qualification:

Required Qualifications Experience & Skills according to (NTA):



Master degree in public policy economics international development Business Administration Project Management or relevant discipline with minimum of 5 years’ experience in related fields or having bachelor degree from mentioned faculty’s with 7 years relevant experience.



Advanced university degree in management other suitable fields or equivalent combination with relevant professional experience.

At least seven (07) years of relevant work experience in policy development/ policy analysis with Government of Afghanistan NGOs or international organizations;

Thorough knowledge of the existing mandates strategies and policy directives of the Government of Afghanistan particularly with reference to sub-national governance well be desirable; 

Familiarity with MRRD procedures for policy development will be considered an asset;

Experience in policy revision and translation in local language is highly preferred;

Excellent literacy skills in local Dari and Pashto language as well as in English;

Excellent Computer skills (Word Excel etc.);

Demonstrated strong writing skills;

Proven management skills;

Excellent communication skills:

Demonstrating openness in sharing information and keeping people informed;

Demonstrated interpretation skills including diplomacy tact and the ability to negotiate and influence; Facilitation consulting and/ or training skills highly desirable;

Abilities to set priorities and manage time effectively;

Ability to work both independently and as an effective team member;

Respect for diversity: working effectively with people from all background;

Integrity: Demonstrating the value of the AREMTI and MRRD in daily activities and behaviour and not abusing power or authority.



 



Reporting line:



SPDS will report directly to AREMTI’s program manager/deputy program manager and submit an inception report describing how the outputs mentioned above will be realized and the detailed work plan;

SPDS will keep a log of daily activities and submit it to AREMTI by the end of each month;

SPDS will participate in the Monthly and Quarterly Review Meetings organized by AREMTI.


Duties & Responsibilities

Duties and Responsibilities:



Represent AREMTI/MRRD in development process including taking part in interdepartmental working groups;

Contribute policy advice to the development of cross-sectorial and “whole of Government” policies in conjunction with other government agencies as required;

Coordinate and liaise policy related issues with MRRD Policy Energy Services Regulatory Authority DABS NEPA & ANSA and other programs of MRRD;

Develop and maintain effective relationships with appropriate Government policy and service delivery staff and information sources;

Consult with internal and external stakeholders to gain support for proposed initiatives or policies identifying and overcoming barriers as appropriate;

Liaise with donors in areas of policy to feed into joint Country Strategies.



Provide high quality objective analysis and advice within specified timeframes on the renewable energy and rural energy;

Analyze and review all available information and recommend options for implementation of new policies;

Advise management and/or the Government on the implications of policies including trends risks and developments;

Monitor and analyses policies in light of Government priorities.



RANGE OF ACTIVITIES:



Policy research using relevant search tools;

Policy analysis using relevant methods;

Writing clear reports briefings and policy documents;

Providing policy advice to relevant department across government;

Assist with the development of terms of reference and recruitment of consultants;

Review documents reports terms of reference as requested;

Communications on policy matters;

Organizing and conducting consultations with stakeholders and partners;

Assist with development of work plans project proposals and new programs;

Ensure of the existing policy adaptation by the program;

Keeping records of approved policies on energy sector and other relevant policies;

Support ANSA DABS Energy Services Regulatory Authority and NEPA on policy preparation related to renewable energy and climate change issues.



KEY OUTPUTS:



Briefings reports and memoranda on policy matters;

Checklist of data and documents relevant to policy formulation;

Summaries diagrams and concepts relevant to policy formulation;

Identifying priority areas for deeper analysis;

Presentations to key agencies and personnel on policy matters;

Policy proposals and development of new policy;

Communications on policy matters with relevant agencies and line ministries.



SPDS is expected to help and support the program manager on program developing in term of policy planning and gives necessary advises to streamline the program direction. Similarly SPDS works closely with deputy program manager and other staff to create synergy on smooth program and project implementation.
