5+ years of relevant international development experience required in some or all of the following areas: research and analyses; stakeholder facilitation; performance monitoring; program evaluation; knowledge management (dissemination and utilization);

PhD or master’s in international development statistics or similar field;

Experience in one or more of the following development areas: Democracy and Governance; Electoral Support; Health; Education; Conflict Management; Gender; Energy and Infrastructure; Economic Development; Private Capital Mobilization; Anti-corruption; Social Inclusion; Trade and Investment; Value Chains; Civil Society; Agriculture; WASH; Extractive Industries; Humanitarian programming; or the Environment;

Experience and expertise in various forms of evaluation qualitative and quantitative research such as econometric analysis action research systems analysis and operations research;

A record of working on assignments that have delivered high quality reports to USAID and or other donors;

Experience in social science and research which may include rigorous mixed-method evaluation;

Experience working with USAID and/or other international donors;

Exceptional written and oral English language skills required.

Duties & Responsibilities

MSI is currently seeking experienced evaluators and subject matter experts for anticipated evaluations assessments and other studies that will occur under AMELA. These local experts and evaluators will be responsible for helping to deliver quality studies and reports as prescribed in assignment scopes of work (SOW). The local experts will work as part of an assignment team and will generally be needed to play a lead role in collecting data providing contextual and background knowledge during the assignment process and help in the analysis and report writing as necessary. Assignments will generally require the ability to travel to areas around Afghanistan (security permitting) and experience working as part of a multi-cultural and multi-disciplinary team.


Play a lead role in data collection under the guidance of senior management staff;

As needed conduct key informant interviews conduct focus group discussions and participate in various phases of surveys;

Provide technical analysis information and guidance during all phases of the assignment;

Assist in the production of deliverables as described in the scope of work such as evaluation plans and final reports;

Work under the direction of the AMELA leadership to ensure high quality technical work and adherence to the SOW;

Assist in the assignment design process;

Assist the assignment manager in liaising with USAID/Afghanistan and the commissioning technical office;

Support the AMELA assignment team and USAID to establish and maintain productive collaborative relationships with a range of partners and stakeholders;

Facilitate participate in and contribute to technical and coordination meetings workshops learning platforms capacity building exercises and other events;

Participate in presentations and dissemination efforts as needed;

Additional relevant duties as prescribed by AMELA management.
