  • A minimum of a master’s degree in environmental sciences natural resources management Energy or any other relevant field;

  • A minimum of five years of progressively responsible experience in leading and providing technical support developing policies and procedures and management oversight of large and complex agricultural development projects;

  • Proven experience in the field of capacity building and in training civil servants;

  • Fluency in English (speaking reading and writing). Ability to communicate in both Dari and Pashto is required;

  • Proven experience in preparing quantitative and qualitative reports;

  • Proficient in use of all MS Office applications.

Duties & Responsibilities

Overall Responsibilities:

The Technical Advisor Climate Change will be an AECOM SWIM project employee. He/she will report directly to the SWIM Component 2 Team Lead and work in close collaboration with the Deputy Director General (DDG) of NEPA.

The Technical Advisor will assist NEPA in strengthening their institutional capacity for the effective management and protection of water resources in the context of climate variability. The Technical Advisor will assist NEPA in the following tasks including but not limited to: 

Duties & Responsibilities:

  • Build the capacity of NEPA staff in understanding climate change impact on water resource management (climate change mitigation adaptation planning and programming)

  • Develop coordination mechanisms to strengthen linkages and synergy between NEPA’s Climate Change Division its key stakeholders and the established inter-ministerial platforms such as the Supreme Council for Water Affairs Management (SCWAM).

  • Support and assist teams developing public awareness and outreach programs related to impact of climate change on natural resources management water resources and watershed management

  • Identify priority programs and policy actions including those relating to data collection and analysis that would enhance adaptation of freshwater resources to a changing climate

  • Support the development of water resources information that is appropriately tailored to respond to climate change needs in Afghanistan

  • Other tasks and assignments as assigned by the supervisor.

Relationship to SWIM Cross-Cutting Issues:

The SWIM project must address several cross-cutting issues throughout life of the activity including: sustainability gender climate change and biodiversity linkages to USG/donor programs and linkages to GIRoA. This position needs to address the following requirements through the duties and responsibilities above in all activities:

  • Sustainability: build local capacity and ownership; develop institutional capacity of GIRoA agencies and staff;  and consider social economic and environmental soundness of proposed interventions

  • Gender: integrate gender throughout the implementation of interventions encourage women’s participation in activities and disaggregate data that reports on targets results and indicators specific to women’s inclusion

  • Climate change and biodiversity: seek to include relevant directives relating to climate change and biodiversity into the design and implementation of the aforementioned tasks

  • Linkages to other USAID USG and donor programs: collaborate with other USG projects (such as RADPs SERVIR and CBCMP) to the extent feasible and appropriate to ensure the impact of USAID resources is being maximized

  • Linkages to GIRoA: ensure effective coordination between SWIM’s relevant line Ministries of MAIL MEW NEPA at national provincial and district levels.
