A minimum of master’s degree in environmental sciences natural resources management.

A minimum of master’s degree in environmental sciences natural resources management or any other relevant field;
A minimum of five years of progressively responsible experience in leading and providing technical support management M&E and oversight of large and complex environmental and natural resources management projects;
Fluency in English (speaking reading and writing). Ability to communicate in both Dari and Pashto is required;
Proven experience in preparing quantitative and qualitative reports; and
Proficient in use of all MS Office applications.
Duties & Responsibilities
The Technical Advisor - Environmental Inspection and Audit will be an AECOM SWIM project employee. He/she will report directly to the SWIM Component 2 Team Lead and work in close collaboration with the Deputy Director General (DDG) of NEPA.
The purpose of this position is to provide advanced support to NEPA in identifying pollution sources and in analyzing water and wastewater. The Technical Advisor – Environmental Inspection and Audit must provide advice to NEPA executive staff on identifying inspecting and auditing sources of pollution recommending the most suitable solutions for reducing contamination of pollution sources; and recommending remedial actions to deal with hazardous and solid waste management in the country as well as water recycling methods. The Technical Advisor - Environmental Inspection and Audit will assist NEPA to build the capacity of the Environmental Inspection and Audit division in the following areas including but not limited to:
Duties & Responsibilities:
Assist and provide on-the-job training in the development of Environmental Inspection & Audit (EI&A) system such as monitoring plan framework identification of indicators data collection analysis and reporting;
Manage the application of methodologies in quantifying pollution pollutants (by laboratory test) and identification of sources of contamination (by survey);
Work with relevant NEPA staff in developing local/national environmental standards;
Provide on-the-job training to NEPA civil servants in developing a proper supervision and inspection mechanism for water quality issues;
Coordinate with NEPA on the identification of new technology for effective monitoring including cameras GPS trackers water and air pollution testing equipment etc.;
Provide on-the-job training to civil servants in developing Standard Operating Procedures (SOPs) for surveys monitoring and audits;
Formulate functional Environmental Inspection and Audit strategies and policies based on the ISO 14001 standard; and
Other tasks and assignments as assigned by the supervisor.
Relationship to SWIM Cross-Cutting Issues:
The SWIM project must address several cross-cutting issues throughout life of the activity including: sustainability gender climate change and biodiversity linkages to USG/donor programs and linkages to GIRoA. This position needs to address the following requirements through the duties and responsibilities above in all activities:
Sustainability: build local capacity and ownership; develop institutional capacity of GIRoA agencies and staff; consider sustainable financing for activities in question; and consider social economic and environmental soundness of interventions
Gender: integrate gender throughout the implementation of interventions provide for women’s participation in decision-making roles and seek to disaggregate data that reports on targets and indicators specific to women’s inclusion
Climate change and biodiversity: seek to include relevant directives relating to climate change and biodiversity into the design and implementation of activities relevant to this position
Linkages to other USAID USG and donor programs: extensively collaborate with other USG projects (such as RADPs SERVIR and CBCMP) to ensure the impact of USAID resources is being maximized
Linkages to GIRoA: ensure effective coordination between SWIM’s relevant line Ministries of MAIL MEW NEPA at national provincial and district levels.
