Qualification:
  • University degree in Civil Engineering or related field or equivalent experience;
  • Two years of work experience in WASH field related programs knowledge and experience in a given province preferred.
  • Analytical capacity and experience in project planning implementation monitoring and coordination
  • Experience in community mobilization and sensitization
  • Strong both oral and written communication advocacy and negotiation skills experience in training is an asset;
  • Fluency in English Pashto and Dari languages;

Duties & Responsibilities

Under the guidance of UNICEF zonal offices and in coordination of line departments the regional/provincial Technical Facilitator will be responsible to:




  1. Conduct pre-assessment and technical assessment of WASH facilities in Schools and Health centers

  2. Prepare the design and relative documents for WASH in Schools and Health Centers under PRRDs

  3. Provide necessary Technical and operational support to the PED and PRRD to ensure quality and timely implementation of the WASH in school/health center supported activities in consultation with UNICEF SR WASH Section.

  4. Conduct regular monitoring of WASH in School/health center projects (Hardware & software) implementation of software and hardware: to monitor the project progress as per agreed standard and norms. And provide technical support on time to implementing agency PRRD/CDC. 

  5. Monitor the progress of schools WASH/health center component under construction and report back by name and location of the schools with setbacks if any. Monitor the process of School WASH and Hygiene programs; water point construction functionality of the water point quality of the water (color odour and test).

  6. Develop a data base for WASH in school/health center activities;

  7. Oversee monitoring and reporting mechanism of WASH in School/health center program at provincial and District levels and financial monitoring at provincial level.

  8. Be fully acquainted with check-lists. Other WASH in school/health center data collection tools reports and ensure they are properly filled out by the IP staff and quality reports submitted in a timely manner according to the agreed on format and frequency to UNICEF ZO.

  9. Provide monthly reports on achievements to SZO Office including progress on project implementation and situation of women and children in target schools /communities according to the agreed on work plan and reporting tools and training received. Situation requiring immediate action should be brought to PPRD/DoE Kandahar /UNICEF’s attention promptly. Sensitive issues that may deem as leading to negative impact or failure shall be reported to the UNICEF SR WASH Section.

  10. Cooperate where possible with relevant provincial and district authorities UNICEF IPs communities and elders to ensure the conduct of effective monitoring and supervision of UNICEF’s projects in the most neutral and impartial manner.

  11. To implement WASH in School /health center related projects and streamline data base collection and update on education/health related activities;

  12. Provide feed backs to counterpart Provincial Project Officers and Education Project Officer on quality of the projects and Provide UNICEF with monthly report – with progress update of WASH in school/health center related activities.

  13. S/he will be responsible for presenting a real observation report for using this data for next plans.

  14. Working closely with PRRDs and DoEs. And CFS monitors in the department of educations.

  15. Organize technical workshops for CDCs health care center staff and DOEs/SMS on operation and maintenance of WASH facilities in schools/health centers

  16. Conduct WASH relative activities advice by UNICEF WASH Officer
