  • Bachelor or Master degree in relevant discipline

  • At least 4 years of experience in Travel Admin Government Linkage and liaison fields.

  • Highly organized with logistical planning coordination and problem-solving skills.

  • Excellent written and oral communication skills in English Dari and Pashto.

  • Ability to prepare work plans reports and do work follow up with related ministries.

  • Must be computer literate: using word and excel as well as email

  • Must be punctual and able to meet deadlines


Duties & Responsibilities

Duties and Responsibilities:




  • In close coordination with the Country Director Finance Manager and Operations Manager ensure proper linkage with all government and local authorities.

  • Ensure on time reporting to Ministry of Economy (bi annual NGO reporting) and that RI file is updated at the Ministry of Economy.

  • Obtain work visa for expats and visitors (Ministries of Economy Labor and Social Affairs Foreign Affairs Interior Public Health).

  • Obtain grant contracts tax exemption.

  • Support Finance Department for submission of reports tax return form and tax payments to the Ministry of Finance.

  • Assist Human Resources Department to get TIN for RI staff and to complete yearly reports to the government.

  • Assist Logistics Department to get communication and vehicle proper registration.

  • Ensure RI complies with all other legal and administrative obligations.

  • In close coordination with the RI Team Leader (EU Horticulture Program) ensure that the national & international travel arrangements are performed in a timely and cost efficient manner.

  • Develop and update the Travel Database in Excel to include all the relevant travel information including the final cost for each travel. Scan and keep all related PRs for future reference.

  • Raise and seek authorizations (incl. security clearance) of the Travel Requisition Forms (TRFs) for all domestic traveling before proceeding with the necessary bookings.

  • Perform the GoA TAX payments to the designated bank.



Procurement: 30% of Time




  • Procure requested program and program support items in accordance with the RI field procedures and finance protocols in coordination with the Finance Department.

  • Carry out a transparent and efficient bidding (quotation) process as outlined in the RI Procurement Procedures Manual and in coordination with the Finance Department.

  • Make every effort to obtain the lowest price and highest quality of items for RI programs.

  • Procure all requested items in timely manner to facilitate program and operational needs without gap.

  • Account for purchased items and coordinate with appropriate logistical and admin staff members to absorb items in inventory and supply management systems.

  • Carry out any other official task requested by the line manager.
