Technical skill and competence: - Good knowledge of NGOs M&E and/or accountability processes previous experience in this field of expertise will be considered an asset - Sound written reporting skills - Strong communication skills experience in rapport building with local and/or refugee communities will be considered an asset
- Familiarity with international humanitarian operations coordination structures and the mandates of donors UN agencies and other NGOs
- MS office

Duties & Responsibilities

1. Position in the organisational chart:

The Water supply Officer will be under the direct supervision of the water supply supervisor

2. Main objective of the position

In the framework of the “Emergency WASH assistance to drought-affected population of Kunduz province in Khanabad and Chardarah districts” under the supervision of the water supply supervisor the water supply officer will will take part in the implementation operational monitoring and community mobilization of water supply activities. He/ She will follow-up the water tankering activities and the construction of water works in villages according to Solidarités International procedures and standards

3. Specific Tasks of the position

Implementation and operational monitoring

- Monitor the implemented activities at the field level by onsite regular visits

- Recruit and train daily workers

- When recruiting daily workers follow procedures and directives outlined by his supervisor and the administrative service

- Sensitization and training of the daily workers

- Delegate daily worker site tasks according to the supervisors instructions

- Assist in conducting assessment survey to control progress of program and efficiency of activities

- Under the responsibility of the supervisor participate in the logistical and administrative organization planning and preparation of field operations.

- Identify local resources capable of helping in the preparation and accomplishment of the activities of Solidarites International

- Apply safety & security procedures in field operations

- Plan tool and material needs (request from stock)

- Track usage with monitoring tools provided

- Monitor the quality and quantity of material delivered to working sites ensure the strict monitoring follow-up

Community mobilization

- Mobilize the targeted communities and create awareness about the program activities related to water supply

- Listen to complains from the different groups of the communities

- Mitigate problem between communities and suppliers when it arises

- Analyze actions to be done to avoid any security accident at community level

- Give support for all Solidarités International activities for community mobilization and communication with local authorities site and village leaders

- Remain in touch with the population and local authorities to understand needs complaints and major events that may have an impact on the activities of Solidarites International.

Reporting / Communication / Representation

- Report back any problems and constraints encountered during the course of the activities and suggest operational solutions

- Ensure the receipt and storage of material and equipment necessary for his/her work to be carried out on site

- Establish and maintain good relations with local participants and communities (populations) in the operational fields

- Listen to the populations and local participants in the field and report to his/her Programme Manager any no technical or safety-related issues which could affect the activities or safety of Solidarites International teams

- Keeps monitoring tools and files archived at the offices of Solidarités International accessible to the Programme Manager and/or team lead

- Report to the team supervisor on the progress of activities and specific tasks assigned problems encountered the quality of relations with beneficiaries

- Makes regular reports to the team lead on the evolution of activities and specific tasks confided to him/her problems encountered and the quality of relations with beneficiaries

- Bring to light any difficulty linked to his or her activities to the programs of Solidarités or security concerns

- Participates in restitution meetings upon request
