 Technical skills (required):

Education: Degree in social work humanitarian and development project management or other relevant field of study preferred

Technical skill and competence: - Good knowledge of NGOs M&E and/or accountability processes previous experience in this field of expertise will be considered an asset - Sound written reporting skills - Strong communication skills experience in rapport building with local and/or refugee communities will be considered an asset - Familiarity with international humanitarian operations coordination structures and the mandates of donors UN agencies and other NGOs - MS office

- Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect

- Strong coordination skills with proven ability to work across multiple technical areas simultaneously supporting and mentoring multiple staff members

 Languages (required):

- To be fluent in Dari Pashto and English (written read spoken)

- Previous experience within the area of intervention

- Being able to work autonomously under remote management

Duties & Responsibilities

Position in the organisational chart:

The Water supply Supervisor will be under the direct supervision of the Field coordinator

2. Main objective of the position

In the framework of “Emergency WASH assistance to drought-affected population of Kunduz province in Khanabad and Chardarah districts” the Water Supply Supervisor is responsible for water trucking and rehabilitating/ drilling of boreholes in villages. The water supply supervisor will ensure Solidarités International technical recommendations and procedures are followed as well as donor guide line and international norms are respected.

3. Specific Tasks of the position

Setting up the activities /control and supervision

 Plan the weekly activities for his team and have them approved by his Programme Manager :

- Plan human resources needs (daily workers workers...)

- Plan tool and material needs (request from stock)

- Anticipate administrative issues (requests in advance)

- Anticipate logistics issues (transport communication means...)

 Organize and carry out with his team tasks assigned by the Programme Manager

 Modify BoQs as required prepare designs and construction plans related to the water supply and follow its execution.

 Conduct water frequentation survey as per the instruction of the Programme manager

 Carry out water quality analysis

 Supervise and monitor each activity steps. Ensure that standards and instructions given by the Programme Manager as well as Solidarités International procedures are followed

 Respect schedules and deadlines agreed upon with the Programme Manager

 Establish and train water management committees based on SI training manual and based on the guidance form the Programme manager

 Participate in the MEAL follow up as per the instruction of the Programme Manager.

 Analyse the humanitarian situation taking into account the protection problems / Do No Harm policy for the population

 Report back any problems and constraints encountered during the course of the activities and suggest operational solutions

Logistics and Administration

 When recruiting daily workers follow procedures and directives outlined by the Programme Manager and the administrative department

 Ensure the attendance and work quality from workers under his/her supervision

 Train his team members to use and maintain the available tools correctly

 Track usage with monitoring tools provided

 Enforce safety procedures

 Ensure that safety procedures are followed by members of his team

 Monitor the quality and quantity of material delivered to working sites

 Ensure the receipt and storage of material and equipment necessary for his work to be carried out on site

Reporting / communication

 Take part in weekly program meetings

 Keep monitoring tools and files archived in the Solidarités International office accessible to the Programme Manager

 Draw up and submit a weekly tasks report (which should include progress made by the team) to the Programme Manager

 Take part in the drafting of the monthly program pack

 Establish and maintain good relations with local participants and communities (populations) in the operational fields

 Listen to the populations and local participants in the field and report to the Programme Manager any non-technical or safety-related issues which could affect the activities or safety of Solidarités International teams
