Qualification and Working Experience required Qualified individuals should have a minimum of master’s level education in Procurement Supply Chain Management Business Management Engineering Economics or related fields An experience of 7 yrs. As a Public Procurement professional with good knowledge of International and National procurement systems and procedures.Must have excellent oral and written communication skills in English and Dari/Pashto. Desirable to have at least 2 years of recent experience in providing trainings to project staff or senior functionaries on public procurement aspectsDesirable to have published works on public procurement issues

Duties & Responsibilities

2. Benefits of being a member of the Empaneled Resource Pool:

Become procurement expert with World Bank and recognition as a World Bank empaneled Public Procurement Expert/Trainer.

World Bank will provide the members of the Resource Pool with ToTs (Training of Trainers) on World Bank Procurement Regulations and on Business Communication Skills.

Opportunities for contributing to the ongoing procurement capacity building program in the country.

Selected Members of World Bank Afghanistan Procurement Expert Panel will be employed as staff/consultants for World Bank and in Bank funded projects.

Opportunities for Fee/Honorarium based training and consulting services.

Submission Guideline

4. Institutional ApplicantsApplicants currently placed in any public and/or private sector are also eligible to apply provided they submit a ‘No Objection Letter” from their head of the organization clearly stating that the organization has given permission to the applicant to participate in the competitive selection process and if selected would release the Candidate for all training and support activities offered by the World Bank. The No Objection Letter shall also state that the organization will agreeable to releasing the selected Candidate up to 30 days per year for 3 years for any pro bono or paid services provided as a member of the Panel. 5. Selection ProcessLong listed applicants will be required to complete a mandatory online information base as the first step for shortlisting purposes. Testing personal interviews background verification and reference checking would be part of the selection process. Only those candidates who are willing to extend time and efforts on their won for this process shall apply. No remuneration fees or other costs will be reimbursed for participation in the selection process.6.
