More than5 years’ relevant experience on Afghanistan health system

Ability to review supervise and monitor activity and record outcomes and learning of Community engagement intervention

English language and computer skill would be a preference.



Education and working experience



Graduated from a recognized medical university with MD degree master in public health will be a plus point

At least 5 years working experience community based SBC in Afghanistan health system and relevant position

Excellent written and verbal communication in English is required

Excellent interpersonal skills and ability to work and deal successfully in a multi-cultural environment is required



Languages Skills:



Fluency in spoken and written English Dari and Pashtu is a requirement.

SUMMARY OF KEY FUNCTIONS



Community-Based SBC Advisor will be leading the Community –Based Social Behavior Change model and approaches of the UHI Program. He/She will be working under the community engagement team leader and in coordination with Senior SBC Advisor to ensure all the community-based SBC interventions are effectively designed and implemented according to the requirements of the UHI SBC strategy. The Community-Based SBC Advisor will be supporting all the community engagement specialist in all the major cities under UHI Project to ensure community SBC approaches are effectively implemented with consideration of the local contextual requirements.



Responsibilities



Lead design of Social Analysis and Action (SAA) model as back-bone for community-based SBC in consultation with other experts in the area and ensure that the model is contextualized

Lead design of the Community Sore Card (CSC) System as an important social accountability tool and ensure that the system is effectively implemented in all UHI coverage areas

Provide support to senior SBC Advisor in design of formative research/baseline assessment activities for determining practices priorities and needs across the priority service delivery areas and priority populations

Provide support to Senior SBC Advisor in design of the SBC strategy

Design community based-SBC approaches for individual family community and society levels and to developed SBC training packages for each layer in consultation with community engagement team and to ensure they are appropriate to each city context

To ensure SAA model is adopted at all levels of the community-based SBC approaches

Build capacity of the staff on how to implement the community based SBC strategy using different SBC approaches tools and techniques

Assess the effectiveness of the community based SBC packages and approaches involving the related team members of the project

Ensure all learning materials job aids tools are aligned with up to evidence and MoPH policies and guidelines 

Participate in the project’s internal meetings and share challenges and lessons learned in implementing activities in areas of technical expertise

Identify and disseminate best practices and new technical strategies and approaches in areas of expertise

To develop effective plan for implementation of the SBC strategy at national level to be implemented in urban areas of the country

Build capacity of the community engagement team on the community based SBC packages approaches including SAA model

Ensure that all the community based SBC interventions are planned and implemented in all the UHI targeted cities according to the requirements of approved packages and approaches

Lead development of the supervision and monitoring tools about community based SBC interventions

Work closely with health promotion and CBHC Departments of MoPH to ensure the alignment and mutual support in related areas

Conduct regular monitoring visit from community based SBC intervention of UHI project

Compile the monthly and quarterly reports related to community base SBC from all the related cities and submit it CETL

Regularly attend the task force meeting at health promotion department of MoPH as well as all the other meetings related to SBC on monthly and quarterly and ad hoc meeting at national level

Assist the CETL in all issue of SBC intervention

Any other task assigned by supervisor



 



KEY RELATIONS



Reports to: Community Engagement Team leader(CETL)

Collaborates with:  Urban health Initiative (UHI) partner and CARE

Actively contributes to UHI team Meetings to ensure that the project interventions are implemented in effective and efficient manner and the project goal and objectives are met



KEY RESULT EXPECTED



SAA model and CSC System is developed for UHI Project and are aligned with the project SBC strategy

Community based SBC approaches training packages and monitoring and supervisions tool developed

Community Engagement team is capacity built on the SBC model approaches and tools

Follow up the implementation of all aspects of the SBC intervention

Coordinate the staff SBC training component of the project with partners including planning and coordination of training activities

Monitor project activities of SBC progress identify and address any potential problems

Develop and maintain a close relationship with UHI UHI partner and other stakeholders to further SBC
