  • A Bachelor degree preferably in Management Science (A master’s degree would be considered an advantage).

  • Minimum of 5 years relevant experience of working with Government or with an international or national NGO in the similar position is required.

  • Good written and verbal communication skills in English Dari and Pashto essential and as well as having good interpersonal skills.

  • Computer skills MS office and Excel written & verbal communication skills in English Pashto and Dari are required.

  • Ability to work with a multidisciplinary team proactive with good problem-solving skills has the ability to interact with a wide range of people.


  • Verify FPs achievements against their contractual targets using CC database and process the FPs invoices for the payments of CC’s facilitation cost

  • Liaise with FPs on preparing the FPs’ projection and assist the Head of Unit to finalize the projection.

  • Developing and designing monitoring tools for the management of FP contracts and achievement of contractual obligation as and when needed

  • Keeps track of all FP contract changes/amendment supporting Procurement Division with regard to the amendment of FP contracts and make sure the required amendment is done and both FPs and Provincial managers have been informed in order to well manage the FP’s contract.

  • Ensure that the FPs have mobilized the required resources and supervise and make sure FP have their key staff in place and any changes in key staff have been processed.

  • Update the FP Contract Management and make sure the system is ready for generating any type of report. 

  • Provide support to related FPs in terms of data reconciliation and discrepancy.

  • Notify FPs and follow up to provide update FPMU on their inputs and submit their input reports through FP Contract Management system.

  • Deal with all PIU departments on the enrichment of qualitative aspect of the program and make sure FPs has taken the required steps.

  • Ensure having a close working relationship with all related CC’s offices and FPs technical support provided to the FPs and as well as CC’ Procurement with regard to the contract amendments.

  • Undertake periodic field visits to make sure that the contract management function is implemented on the ground properly as per the CC Operational and other Manual.

  • Provide various analyses (when required) of FPs performance qualitatively and quantitatively using CC’s database PMU M&E and other departments’ reports. 

  • Liaise with Finance Division regarding FPs payment and projection and make sure FPs invoice processed in a timely manner.

  • Assist Head of Unit in arranging monthly coordination and other meetings with the CC’s stakeholders/Line Ministries on contractual issues if required.

  • Provide recommendations to Head of the unit about possible learning pillars for the FPs where significant lapses in FP performance is seen

  •  Ensure that the FPs have mobilized the required resources and to supervise ensuring that the FPs have the required resources at the field particularly the required key staff in place and also make sure any changes in key staff have been processed.

  • Make sure FP Contract Management system has been updated; all entry has been done and technically enhanced.

  • Leading FP performance evaluation; to ensure that the planned targets are achieved in timely manner and ensure to make a smooth follow up and feedback mechanism.


  • Review the invoices FPs reports and other documents received and prepared before going out for further process.

  • Prepare weekly and monthly activity plan.

  • Ensure proper documentation developing the filing system and maintaining the records of the FPs payments reports and other related contract management documents.


  • Develop close working relationships with all CC Departments on budget and FP performance and payment related part.

  • Ensure teamwork approach during daily tasks performance

  • Consult with Head of unit while making important decisions.

  • Perform other tasks relevant to the post as required.
