- Complete literacy (speaking writing and reading) Dari Pashto and English languages.
- Two years of experience working with NGOs in relevant positions (Database)

The Database Officer is responsible for maintaining and upgrading the central and project-specific databases conducting data analysis and supporting the design of various database tools and strategies.
ACTED is implementing the project titled “Accelerating Ending Open Defecation in Afghanistan” from March 1st 2020 to December 31st 2021 in Aqcha District of Jawzjan Province. The project also includes hard and soft activities related to WASH in School and in Health Centresj
3/Clinics through building/rehabilitating infrastructure awareness raising and trainings. The PM will lead the project management and implementation efforts for the UNICEF-funded project that follows the Community Led Total Sanitation (CLTS) approach linked to hygiene behavioural change communication and with the aim of facilitating villages achieve “open defecation” status.
The project will be implemented in close coordination with MRRD (Ministry of Rural Rehabilitation and Development) by providing training planning coordination and technical oversight of the implementation partners and MoPH (Ministry of Public Health) who will provide Open Defecation Free certification to communities and support gains made through Community Health Workers (CHWs).
1. Database Management System Implementation
a) Maintain the country’s central and project-specific databases;
b) Ensure all data is entered and updated in the databases and tables;
c) Support the AME Officer and Monitors/Surveyors in ensuring that data is collected in a timely and accurate manner according to the reporting and monitoring requirements;
d) Check the quality of the data submitted by field staff;
e) Liaise with field staff regarding missing data eventual mistakes data discrepancies and/or inconsistencies;
f) Perform “clean data” when needed;
g) Ensure proper filing of hard and soft copies of survey questionnaires lists of beneficiaries or other data collection tools or documents;
h) Maintain and further develop the structure or format of the databases as required;
i) Implement proper backup restore data validation and security procedures to ensure data integrity and availability;
j) Provide database technical support to ACTED teams and troubleshoot both hardware and software issues.
2. Data Analysis
a) Verify the accuracy of the data collected during assessments;
b) Clean data collected during assessments and flag any issues to the relevant departments;
c) Extract queries figures and reports from the database;
d) Generate data visualization such as charts graphs tables to be included in communication tools reports assessments and any other documents as per needs;
e) In collaboration with the AME Officer provide data analysis of projects’ activities and assessment data;
f) Support the improvements of the data collection tools and processes and pilot new ideas with assessment teams in the field.
a) Provide regular and timely updates on progress and challenges to supervisors and other team members;
b) Participate in database-related workshops and meetings as required;
Perform any other related activities as assigned by immediate supervisor.
KEY PERFORMANCE INDICATORS
- Database Management System (DBMS) in place and functional that allows at least the reporting on ACTED’s 16 global standard indicators
- Number of database outputs (reports infograms etc.) produced during past 6 months
- % of ongoing projects with project specific databases developed
- Average time needed to fulfil database service requests
- % of fields that have missing or incorrect data
