تحصیلات:University degree in Economy Law or equivalent; Master degree is preferred;

شرایط:

  • University degree in Economy Law or equivalent; Master degree is preferred;

  • Demonstrated experience in program management - technical knowledge of PCM and quality assurance in humanitarian/development context;

  • Leadership and staff management skills with a record of contributing to the capacity building of national and international staff;

  • Technical knowledge in one or more of the following thematic areas highly preferred: livelihoods and market-based approach emergency response protection and social inclusion;

  • Proven experience in drafting proposals and managing key donor-funded projects such as EU ECHO USAID UN service contracts etc;

  • Ability to perform assigned tasks independently responsibly;

  • Strong critical analysis and problem-solving skills;

  • Strong interpersonal skills and teamwork attitude;

  • Fluent English both spoken and written;


وظایف

Overview:



Assists the Head of Programs to:




  • Provide guidance and advice to Program Managers to ensure program targets and timelines are being met in accordance with the approved Project Proposal and budget;

  • Source and develop new business opportunities and partnerships for PIN/AFG;

  • Develop sound Project Proposals;

  • Strategize and develop the Afghanistan Country Strategy; and

  • Liaise closely with the MEAL Manager and Program Managers to ensure that effective program quality and monitoring of activities is being achieved.



 



Business Development:




  • Providing local Business Development expertise  in the planning and proposal preparation for specific opportunities with institutional donors potential partners foundations corporations etc.;

  • Assist in the design and implementation of a resource mobilization strategy to develop existing resources and diversifying PIN’s resource base;

  • Assist during the proposal development processes;

  • Assist with the research of new opportunities to ensure PIN’s competitive position in the marketplace is improved;

  • Contribute to the development and maintenance of tools guidelines templates and donor mapping;

  • In consultation with the HoPs and the Business Development Team at HQ create appropriate staff development materials to support building of staff capacity.



 



Program Management:




  • Assist the HoPs to provide leadership across programmatic and operational aspects of the projects to ensure internal/external coordination problem solving and effective decision-making processes are in place and active;

  • In consultation with the HoPs   Program Managers and Finance staff assist in the preparation of program budgets;

  • Ensure that full compliance with donor policies procedures is being achieved throughout the projects;

  • In liaison with the HoPs and through close cooperation with the Monitoring & Evaluation Manager support the development and effective usage of M&E tools to track progress/achievements with regards to planned project impact outcomes and outputs; and

  • Any other relevant tasks assigned by the HoPs or the Country Director.



 



Human Resource Management:




  • In consultation with the HoPs the Program Managers and the CD identify capacity building needs for program staff that will ensure they have the proper tools to effectively implement the programs.

  • Representation Communications and Networking:

  • As assigned by the HoP or CD represent PIN through active participation in relevant cluster meetings partner meetings and donor interactions to ensure PIN maintains its profile and understanding of the issues and that PIN remains strongly linked to the local authorities and INGO community.
