REQUIRED QUALIFICATIONS AND EXPERIENCE

• A Masters degree in computer science information technology software engineering or a related field of study;


• Bachelor degree with seven years of relevant experience or master degree with five years of working experience;


• Strong experience in the area of technology management;


• PMP PRINCE2 or any other relevant certification is preferred;

• Ability to exhibit strong qualification and professional experience in the relevant disciplines;


• Excellent written and oral communication skills in English and national languages i.e. Dari and Pashto;

• Ability to function effectively in a team environment inspiring trust and cooperation of other team members;


• Strong communication negotiating skills and good interpersonal relations.

POSITION SUMMARY

e-Tazkira Core Technology General Manager will work in close collaboration with the e-Tazkira Technical Affairs Management Director and relevant Information Systems Management units to manage and administer the overall technology infrastructure of e-Tazkera.

KEY TASKS AND MAJOR RESPONSIBILITIES

The recruited incumbent will support the work of the National Statistics and Information Authority and will have the following duties and responsibilities:

• Manage all network infrastructure systems systems development and systems security aspects of the e-Tazkera;


• Manage the overall planning and execution of e-Tazkera core technology activities;


• Coordinate with relevant units for the successful implementation of the eNID system;


• Lead the overall operations support and maintenance of the system and coordinate with system stakeholders for the successful delivery of services;


• Develop a detailed technical maintenance implementation plan for ensuring the successful execution of the plan


• Support long-term operational planning and lead individual project planning and execution considering resource and budget availability


• Measure systems performance using appropriate systems tools and techniques


• Develop and formulate strategies for successful implementation of the e-Tazkera technology components at national level;


• Carry out risk assessment of the project and prepare mitigation plan for project risks;


• Prepare required systems documents with the standards of IEEE;


• Report project updates on timely basis to the senior management;


• Create and maintain comprehensive systems’ documentation


• Support organizing and conducting capacity building programs for relevant technical units of NSIA;


• Support and promote the use of innovative technology solutions in the government sector;


• Any other tasks assigned by the line manager and/or team lead.
