•Masters degree in education related field or social sciences (e.g. in humanitarian affairs political science development studies demography or a related field).


•A minimum of 5 years of experience in program management in humanitarian aid programmes and education.

•Previous work experience in humanitarian response in a UN system agency or organization is an asset.

•Professional experience in program management relevant to either ECD Education in Emergencies and / or adolescents and youth including demonstrated understanding of monitoring and evaluation (M&E).

Language: Proficiency in written and spoken English Dari and/or Pashto is required.

How can you make a difference?

The Education Cannot Wait (ECW) Joint Programme Education Specialist is responsible for supporting the implementation of the Afghanistan ECW Multi-Year-Resilience Programme (MYRP) with a USD158 million budget over 3 years.

The programme aims to provide access to education for 500 000 emergency affected children annually through community based and innovative approaches; create an inclusive teaching and learning environment for emergency affected girls and boys; improve continuity of education by facilitating opportunities for students to transition to from lower to higher grades; improve the quality of learning; and create safer and more protective learning environments.

With USD15.6 million available as seed funding for the first year the programme aims to provide access to 120 000 emergency affected children in 9 provinces. Three consortia have been selected for programme implementation which is expected to start in the beginning of May.

 Key functions accountabilities and related duties/tasks:

Coordination of the ECW-financed component of the three-year programme

•Carry out regular information sharing and consultations with stakeholders including ECW implementing partners at Kabul and field level.

•Carry out regular information sharing and consultation with government local civil society donors and development actors where required.

•Research document and analyze best practices and approaches of individual partners in order to improve programming and share best practices among partners and through EiEWG/Education Sector.

2. Support to ECW programme planning and delivery

•Support the preparation and updating of the situation analysis for the education programmes to ensure that current and comprehensive data on education issues is available to guide ECWs strategic policy advocacy intervention and development efforts on education programmes.

•Support ECW Programme Coordinator set priorities strategies design and implementation plans. Keep abreast of humanitarian and development trends to enhance programme management efficiency and delivery.

•Participate in strategic programme discussion on the planning of ECW programmes. Formulate design and prepare proposals for ECW ensuring alignment with ECW MYRP and coherence/integration with regional strategies and national priorities plans and competencies.

•Establish specific goals objectives strategies and implementation plans for the sector using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval.

•Work closely and collaboratively with internal colleagues and partners to discuss strategies and methodologies and to determine national priorities to ensure the achievement of concrete and sustainable results.

•Provide technical and operational support throughout all stages of programming processes and to ensure integration coherence and harmonization of programmes/projects funded by ECW and achievement of results as planned and allocated.

•Carry out regular field monitoring missions of the ECW-financed components of the three-year programme (and other components funded by other agencies).

•Provide independent field monitoring reports back to implementing partners and grantees on ECW programme implementation.

•Support implementing partners and grantees in data collection analysis dissemination and reporting where required.

3.  Technical and operational support to programme implementation

•Provide technical guidance and operational support to ECW partners and donors on interpretation application and understanding of ECW policies strategies processes and best practices and approaches on education and related issues to support programme management implementation and delivery of results.

•Arrange/coordinate availability of technical experts to ensure timely and appropriate support throughout the programming process.

•Participate in education programme meetings including programme development and contingency planning to provide technical and operational information advice and support.

•Draft policy papers briefs and other strategic programme materials for management use.

4. Networking and partnership building

•Build and sustain effective close working partnerships with relevant government counterparts national stakeholders global partners donors and academia through active networking advocacy and effective communication to build capacity exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programmes.

•Prepare communication and information materials for programme advocacy to promote awareness establish partnerships and support fund raising for ECW MYRP.

•Participate and/or represent ECW in appropriate inter-agency discussions on education and related issues.

5. Innovation knowledge management and capacity building

•Apply and introduce innovative approaches and good practices to build the capacity of ECW implementing partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results.

•Keep abreast research benchmark and implement best practices in education management. Assess institutionalize and share best practices and knowledge learned.

•Contribute to the development and implementation of policies and procedures to ensure optimum efficiency and efficacy of sustainable programmes and projects.

•Organize and implement capacity building initiatives to enhance the competencies of clients/stakeholders to promote sustainable results on education and related programmes/projects.

6. Any Other Duties
