Bachelor Degree in any discipline of Environmental Sciences/Engineering Natural Resources Management Agriculture or a related field with suitable professional experience in the NGO and/or the World Bank funded projects with special emphasis on community development;
Minimum of 4 years of experience with direct project development and management experience in the social/rural development sector;
Experience in Environmental Impact Assessment (EIA) and Social Impact Assessment (SIA) preferably in the World Bank-funded projects;
Must be fluent in English and Dari/Pashto;
Experience in the use of MS Office applications e.g. word excel PowerPoint GIS etc.
Should be willing to travel to the provinces to monitor progress on social safeguards screening planning and monitoring and to meet and interact with the female community and CDC members.
Willing to travel and work in the most insecure part of the country.
The Environmental and Social Safeguards Officer will be part of the Environmental and Social Safeguards Unit of the CCNPP his duty station is the relevant region hiring for. Under the supervision of Head of Environmental and Social Safeguards Unit he/she will work on various tasks closely within the unit. His/her main function will be to mainstream the Environmental and Social issues in the implementation of CCNPP CASA-CSP project. His/her will support and guide the activities of CCNPP and FP focal points at the field level. Responsibilities of the Environmental and Social Safeguards Officer include but are not limited to the following:
Main Duties and Responsibilities:
Ensure effective integration of Environmental and Social ESMP and land acquisition considerations into all aspects of identification consultation planning and implementation of sub-project activities.
Advise the CCNPP and Engineering Division on the Environmental and Social and land acquisition implications of safeguard policies of the World Bank and indigenous peoples’/ethnic minorities policies of the national government.
Coordinate and liaising with CDCs PMUs and District offices to ensure effective mainstreaming of social issues like land acquisition and Environmental issues like preparation of ESMP.
Ensure that Sub-project activities are consistent in their approaches to environmental and social issues thereby supporting full blending at the operational level.
Ensure that Environmental social-related modules are incorporated in the training and capacity building programs designed for the CCNPP CASA-CSP at all the levels based on CASA-CSP-ESMF.
To review the Site-Specific Environmental and Social Management Plans (ESMPs) for the CASA-CSP sub-projects as per the prescribe value of the project and may be responsible to prepare some site specific ESMP/screening reports when needed;
To support grievance handling division (GHD) in conduction of ESS related GRM trainings for field staff in order to solve social safeguards related grievances;
Manage the implementation of all training and awareness raising related to social and land acquisition ESMP issues and CASA-CSP ESMF at PMU and CDC levels.
Define and subsequently monitoring suitable Environmental and Social indicators for sub-projects.
Provide Environmental and Social inputs to monitoring evaluation and reporting activities;
Ensure regular interaction with the External Consultants and World Bank Mission on Environmental and Social aspects.
Any other responsibility assigned by ESS-Unit.
