Master’s degree or higher in Urban development Civil Engineering or similar
Master’s degree or higher in Urban planning civil engineering economic development social science or management
At least 7 years of working experience in Afghanistan
Work in senior advisory or management positions in large urban economic development projects for a minimum period of 5 years.
Strong knowledge in MS Office is a must
Strong knowledge in internet/email writing
Fluent in English Pashto and Dari languages (speaking understanding writing)
Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analysis.

City/Provincial manager is the responsible for overall EZ-KAR project implementation and management
Read understand and apply the EZ-KAR Operational Manual Technical Manual and FAQ’s.
Advise engineers on engineering proposal preparation and ensure they follow EZ-KAR procurement guidelines stated in the operational manual.
Advise social organizers to ensure they follow EZ-KAR formal training guidelines stated in the Operational manual.
Advise on technical design of sub projects.
Monitor ongoing projects regularly to ensure that the work is carried out according to project proposal.
Selects supervises trains motivates assigns and evaluates counsels and disciplines staff.
Develops and implements staffing plans in collaboration with the Human Resources Staffing Officer to optimize the performance of each work unit within area of responsibility.
Prepares reports correspondence and other documents.
Serves as a member of the management team in meetings and negotiations concerning a variety of labor relation issues.
With guidance from the Country Director and management to develop implement and evaluate policies and procedures to ensure that program activities are in accordance with ANCC goals objectives.
Field check completed sub projects.
Meet with CDC’s GAs and BGAs to discuss the subproject progress and listen to problems.
Accept all ANCC/EZ-KAR rules and regulations.
Meet with PMU and other sectorial departments’ staff to discuss technical/Social aspects of the CDCs GAs and BGAs solving the problems.
Performs other related job duties as assigned
