  • Experience in developing and applying quality control and quality assurance plans.

  • Strong working experience with donor quality assurance and contractor quality control engineers.

  • Excellent interpersonal communications and coordination skills and proven ability to work constructively with a variety of stakeholders to achieve common goals.

  • Experience in developing clear and concise quality control and quality assurance plans.

  • Good computer skills including MS Office Package.

  • Excellent knowledge of English and local languages both spoken and written skills.

  • Creative thorough analytical and problem-solving abilities.

  • Demonstrated ability to multi-task and process information into action to not delay program activities.

  • A clear understanding of QC and QA procedure and policies.

PROGRAM/DEPARTMENT SUMMARY:



Mercy Corps has been continuously operational in Afghanistan since 1986 implementing more than 50 programs and is currently working in seven provinces of Afghanistan. Mercy Corps has emerged as a leader in the fields of agriculture natural resources management vocational training renewable energy and economic development. Programs focus on the improvement of the lives and livelihoods of Afghan farmers businesspersons and women with an increasing focus on youth.



The Economic Infrastructure Development for Afghanistan is part of the NRM Sector of the Mercy Corps Afghanistan Country Program. The EIDA program is being implemented in two phases; EIDA I/II and III.



EIDA I/II:



The Project concerns the rehabilitation of existing yet dysfunctional or inefficient small irrigation systems mainly used for wheat growing in the Northern provinces of Afghanistan. The purpose of the Project is geared towards (i) a quantitative and qualitative increase in yield and yield stability of wheat cultivation per hectare and farming family; (ii) an increased share in created value at the producers’ level through better marketing timing lower production and transport costs; (iii) a reduction of losses along the wheat value chain from seeds to standing crop to grain; (iv) the creation and/or safeguarding of up to 5 000 jobs or income equivalent; (v) raising incomes for some 7 500 families by at least 600 USD p.a. The Project thus contributes to a sustainable economic development by improving wheat cultivation as well as the efficiency and effectiveness of the wheat value chain thus raising incomes and creating jobs in rural areas of Northern Afghanistan.



EIDA III:



The Project concerns the rehabilitation of rural access roads smaller bridges the rehabilitation and construction of market storage and wheat fortification facilities as well as seed banks in the Northern provinces of Afghanistan in order to improve market access opportunities household income and employment opportunities.



The purpose of the Project’s phase is geared towards (i) better access to market infrastructure storage and processing facilities; (ii) improved transport infrastructure and reduced transport costs; (iii) an increase in household income; (iv) increase in market volume of wheat and other agricultural products (metric tons); (v) safeguarding and increasing temporary and seasonal recurrent employment opportunities. The Project thus contributes to a sustainable economic development by improving the efficiency and effectiveness of the wheat value chain and other agricultural products and thus raising incomes and creating jobs in rural areas of Northern Afghanistan. The Project is assumed complementary to the Activities of EIDA I and II as well as to the Technical Cooperation (TC) project Sustainable Economic Development and Employment Promotion (SEDEP).



GENERAL POSITION SUMMARY:



The Field Engineer will be the Mercy Corps-EIDA project’s technical person and work under the supervision of Quality control engineer/Senior irrigation design engineer.  This position is responsible for planning implementing and quality control of all projects execution activities and policies for the irrigation canals being under rehabilitation road and bridge and other related infrastructures of the MC-EIDA I II & III program. He/she will report to the QC engineer/senior irrigation design engineer in close collaboration  and coordination with the program manager senior irrigation design engineer irrigation design engineers & hydrologists quality control engineer road & bridge design engineer survey engineer and community mobilization officers. He/she will be the responsible for daily monitoring of the construction activities of the contractor(s) confirming the progress quality time and quantity of work in accordance with the technical specification and drawings. He/she will also be responsible for documentation of the daily quality control process shop or as build drawings actual work quantity estimation controlling safety and environmental protection measures as per quality control and ESMP plans to fulfil quality assurance policies.



ESSENTIAL JOB FUNCTIONS:




  • Monitor Irrigation Structures’ Construction Quality control (QC) and responsible for contractor’s activities on site ensuring that work is according to contract scope drawing and specifications and they meet the high standards.

  • Ensuring/conducting various types of tests such as Earth works and Concrete tests (soil compaction concrete compressive strength test soil bearing capacity tests on concrete ingredients etc…).

  • Keep proper record of all tests carried out.

  • Review material submitted by contractors for compliance with the BOQ specifications and drawings.

  • Ensure that contractors comply with the approved drawings and layouts.

  • Ensure that all safety and environmental measures are taken in to consideration and applied at site.

  • Ensure that the project is completed within time and recommend best practice if the progress is behind schedule.

  • Prepare variation form for change order as per site requirements.

  • Prepare punch list of completed works and monitor remedial works on defects. Will also suggest where needed alternate method of work keeping in view time and budget.

  • Prepare monthly measurement sheets for payments.

  • Prepare daily record of work progress at the construction site.

  • Arrange kick-off and follow-up meeting with contractors prepare meeting minute Review project implementation schedule for each contract against contract agreements and initiate the contract extension process if required.

  • Work closely honestly and diligently to ensure quality control measures are adopted at field level.

  •  Ensure that all the supplied materials equipment etc. are in accordance with the approved specifications.

  • Follow the Mercy Corps quality control plan technical specification and provide great innovation ideas for better QC process.

  • Communicate with external quality assurance officers during on-site inspections.

  • Record/document QC related data to ensure a standard QA procedure.

  • Prepare as build drawings using AutoCAD and quantity estimation sheets for irrigation projects and road for better quality and quantity control.

  • Perform any other related duties as may be directed by quality control engineer/senior irrigation design engineer and program manager.
