Purpose and Scope of Assignment



Under the overall supervision of the Head of Environmental and Social Management Unit the Gender and Safeguard Officer is responsible to assist and support the ESMU and the provincial office in the preparation Woman Consultation guideline and make sure that the women along the project corridor have been consulted properly and their views and comments have been considered in the project documents Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP) and Resettlement Action Plan. Gender mainstreaming into project components along with the collection of gender disaggregated data.



Description of Duties



Under the direct supervision of the head of ESMU the Gender and Social Safeguard Officer will be responsible for the following:



Ensure dissemination of information to women/ PAPs as proposed in the ESIA RAP and other documents.

Assist the Head of Section to oversee the environment and social issues considering gender perspective along the projects corridor.

Coordinate with provincial ESM officers for ensuring womens participation in the implementation of the ESM provisions especially social development issues during ESMP and RAP implementation and application of PRA-based community mobilization as per the standard procedures.

Develop women consultation guidelines and procedures in order to integrate gender consideration into project plan design and implementation and improving rural access for women.

Carry out Assessment of women affected by the project; assess vulnerability and entitlement issues and coordination of RAP implementation.

Identify gender and women inclusion training needs of the key counterparts and support the Head of ESMU in the development and delivery of identified training.

Conduct awareness and capacity building training for the women GRCs and women participation in the project.

Present and facilitate understanding of gender integration and mainstreaming at the project and Identify opportunities for women participation in projects and make recommendations to the Head of ESMU/PMT on appropriate measures to be taken.

Ensure of proper GRM functionality with the project implementation and women participation.

Monitor the implementation of gender-specific labor-based works in projects to ensure the smooth implementation of activities. Where implementation challenges arise coordinate as per GRM procedures to identify appropriate solutions and facilitate the implementation.

Support the Head of ESMU and provide input related to gender issues and mainstreaming within project activities into any ad hoc progress reports briefs periodical reports and statistical data as required by the project management.

Monitor the participation of women in the implementation of projects to ensure compliance with the terms agreed within community consultation and participation.  Where compliance is weak take appropriate measures to facilitate dialogue on the agreed terms and make recommendations to address challenges that arise.

Support provincial ESM Officers to monitor the implementation and progress towards achieving the project gender-focused targets.  This includes identifying problems and bottlenecks (current and potential) related to the implementation of the works and suggesting solutions or preventive strategies.

Provide input on gender-specific activities into ESM monthly reports considering gender disaggregate-data on project progress highlighting relevant implementation challenges and measures to address such challenges as they arise and ensure timely reporting to the Head of ESMU at all times.

Prepare any ad hoc progress reports briefs periodical reports and statistical data as required;

Perform other tasks as requested by the supervisor.
