QUALIFICATIONS AND EXPERIENCE



Essential;



Degree in International Development / Relations Women and Gender Studies or related field or equivalent training/experience

At least 4 years’ field work experience implementing managing and/or providing technical assistance to programs in development or humanitarian contexts including with focus on gender mainstreaming/gender focused programs; focus on child and youth programming.

Knowledge of gender equality principles and practices.

Experience with gender-sensitive child rights programming in areas including Health Nutrition Education Child Protection Emergency response and Livelihoods.

Proven experience in staff and partner capacity building.

Excellent English communication skills both written and verbal. Able to read and write Dari/Pashtu.

Computer literacy including Internet Microsoft Office (Outlook Word Excel PowerPoint Access)

Commitment  to  and  understanding  of  Save  the  Children’s  aims   values  and principles  including rights-based approaches.


وظایف

ROLE PURPOSE: 



Reporting to the PDQA Director the thematic Gender Advisor is responsible for providing technical thematic leadership and guidance on gender equality programming.  The Gender Advisor will support Save the Children Afghanistan to mainstream gender equality in all its operations and ensure programs are designed implemented monitored and evaluated with a focus on gender equality.



KEY AREAS OF ACCOUNTABILITY:



 



1.   Thematic Advisory and Technical Quality Assurance



Translate global thematic strategy into national strategies and initiatives with priority focus on providing leadership to roll out the global and CO gender equality and inclusion strategies to achieve thematic outcomes and drive breakthroughs.

Provide high quality technical expertise to program delivery teams building a solid evidence base to support progressing innovations to scale relating to gender equality within the programmes.

Support the implementation of technical quality through effective relationships with field offices and projects enabling timely provision of technical input and oversight.

Contribute to the development dissemination and monitoring of program quality tools including supporting program evaluations.

Collaborate with and participate in relevant working groups cluster coordination meetings and other sub-working groups to drive learning and thematic outcomes.

Take appropriate action to ensure SCI Gender Equality Key performance indicator is met and standards upheld.



Strategy development and implementation



Develop strengthen and support comprehensive and tangible gender equality and inclusion strategies and action plans with project design and the country strategic plan to achieve the SCI breakthroughs.

Implement Save the Children International’s gender strategy and Save the Children Afghanistan Gender and inclusion strategy within the SCI Afghanistan country strategic plan.

Provide support to other TA’s to strengthen gender mainstreaming and inclusion approaches in all projects throughout the project lifecycle.

Facilitating gender equality and inclusion audits and the ongoing development of gender tools research



Program Design



Lead and/or provide Technical Assistance (TA) in the development of high quality concept notes and proposals across a range of thematic areas ensuring gender equality is mainstreamed across all projects.

Contribute to the development of holistic approaches with a view to improving the quality and scale of interventions and documenting learning.

Contribute to the creation of robust gender sensitive MEAL frameworks in new proposals

Ensure proposals at a minimum are gender sensitive or transformative as per SCI gender equality marker.



Program Implementation



Provide support that strengthens the capacity of staff in country to transform restrictive gender norms which harm the lives of girls and boys.

Contribute to the delivery of approaches focusing on gender equality with a view to improving the quality and scale of interventions

Work closely with project implementation teams in ensuring quality and timely implementation of gender projects.

Capture lessons learned and best practises for gender equality from project implementation.



Capacity Building



Develop and implement trainings to build capacity of staff and partners to design and implement quality programs.

Provide leadership on the roll out of key global gender resources including Save the Children’s Gender Equality Program Guidance and Toolkit and Gender Equality Marker.

Build capacity mentor and coach SCI staff in Afghanistan in gender equality to be delivered through programming.

Contribute to the technical assessment of SCI partners for gender equality expertise



Learning



Advise on advocacy initiatives designed to promote policy and legislative changes that enhance gender equality.

Support execution of gender advocacy strategy to influence policy changes and resource mobilization.

Coordinates Save the Children Afghanistan’s gender engagement in relevant government and CSO forums and Global Initiatives & working groups within the Save the Children movement.

Participate in monitoring evaluation and reporting on gender equality to obtain lessons learned and data analysis

Lead on gender components of needs assessment including the leading of the gender analysis

Represent Save the Children Afghanistan to potential funders working in close collaboration with other advisers across the department.
