  • A Bachelor degree in Business Administration or any other related field.

  •  Minimum of 2 years of relevant working experiences preferably in HR.

  •  Computer skills in MS Office packages such Word Excel and PowerPoint.

  •  Fluent in English Dari and Pashto both written and spoken is required.

  •  Must be an independent thinker and have strong organizational skills

  •  Demonstrated experience scheduling and managing staff from multiple departments.


BPRM INVEST program in Kandahar is a BPRM funded program running for three years in Kandahar Province. INVEST focuses on delivering technical vocational education training including three months course ( mobile repairing Generator repairing embroidery sewing Handcraft wiring Calligraphy diesel engine repairing petrol engine repairing….) and six months courses( computer English Kankor Metal work Carpentry…) preparation skills to 7 500 (IDPs Returnee and Hosting ) trainees and is run in DoRR CDC/Shora and Department of Education in Kandahar and the Provincial Government. partnership with relevant government departments DoLSAMD DoRR CDC/Shora and Department of Education in Kandahar and the Provincial Government.


  •  Regularly monitor INVEST program service contractors (Trainers Guards Cleaners Gardeners…) and report to supervisor accordingly.

  •  Maintain and monitor the attendance book; alert supervisors to poor attendance records of relevant staff.

  •  Make sure that leave records of all staff are properly maintained and updated.

  •  Ensure salary standardization among all contracted staff for similar hours and work nature (please note I see there are similar responsibilities but this will be key to mention).

  •  Make regular visits to VTCs to ensure attendance and the respective dates are properly signed (I see the first responsibility in the PD but I would suggest we add ‘field visits’ to make it clear.

  •  Responsible for preparing ID cards for all staff.

  •  Collect the monthly timesheets and other relevant documents of service contractors prepare them with the help of Finance Department and send them to Kabul for salary process.

  •  Responsible for maintaining copies of personnel files for all contractors – including recruitment documents CVs contracts time sheets disciplinary papers and performance evaluations.

  •  Assure that recruitment of service contractors adheres to the Mercy Corps regulations.


  •  Assure that salaries correspond to Mercy Corps salary scales and standing protocols:

  •  Assure that Afghanistan personnel policies strictly adhere to Afghanistan labour law as applicable. The includes payment of appropriate taxes benefits etc.

  •  Maintain up-to-date INVEST program service contractors lists.

  •  Assure that employee performance evaluations are completed as scheduled.

  •  Assure that all INVEST program service contractors have an up-to-date and relevant job description.

  •  Maintain annual holiday schedule including determination of exact holidays in advance of the holiday (as possible) and inform all contractors.

  •  Coordinate with Project Coordinator the coverage for any service contractor during his/her leave.

  •  Oversee the monthly procedure of time sheets for all INVEST Program service contractors including collection and review. Train new staff in time sheet procedure.

  •  Maintain Service contractors I.D. cards.

  •  Responsible for the orientation of all new service contractors on Mercy Corps Afghanistan systems policies and procedures.

  •  Continue with support and advice on policies as required.

  •  Advise INVEST Program service contractors on disciplinary procedures.

  •  Orient newly-hired contractors on Performance Management System and Individual Operating Plan.

  •  Oversee the clearance of terminated employees as per MC Afghanistan policies and procedures.

  •  Participate in disciplinary hiring and termination meetings with Operations Manager.

  •  Maintain confidentiality of all service contractors’ personnel issues including disciplinary procedures contracts and pay rates.

  •  Identify weaknesses in current INVEST Program Service contractors staffing systems advise supervisor on outstanding issues and assist in designing and implementing as required.

  •  Any other relevant tasks as advised by supervisor.
