The candidate must be an Afghan National. The minimum qualifications skills and experiences required for this position are as follows;
Masters degree in Business Administration Strategic Management or Public Administration from a reputable university;
Having 5 years of practical and relevant experience in HR at policy and strategic levels leading reform initiatives in public sector programs/ projects;
Demonstrated written and spoken knowledge of English Dari and Pashto is desirable;
Sound knowledge of Microsoft Office applications MS Word Excel MS Access and PowerPoint;
Sound policy analysis writing and development skills;
Good knowledge and practical experience of concept papers and proposals development;
Good analytical and report writing skills;
Ability to lead and manage teams/ assignments of complex nature;
Sound knowledge of English; ability to grasp quickly what is being said in English and convey it in the local languages with a minimum amount of clarifying questions or hesitations;
Ability to work under pressure and for long hours if required.
The incumbent of this position will be an integral member of the Human Resources Directorate of Ministry of Finance and will be responsible to work closely with the entire HR Department its Section Heads and HR Support and Coordination Unit’s team on tasks related to certain strategic policy procedural and systems’ development reform initiatives. He/she shall assess to identify major reform needs ensure their proper analysis development and implementation where deemed as necessary. The HR Support Unit Coordinator shall also facilitate the proposals and concept paper’s development for both; internal reform initiatives and donor community in order to attract funds and ensure smooth implementation of different ongoing programs/ schemes of this department and at Ministry level as and when required.
The preferred candidate shall have current or former work experience in Strategic Human Resources Management and Development and should have led similar key reform assignments in public sector entities Masters’ degree in Business Administration Strategic Management or Public Administration from a reputable university. Other trainings and experience that provides the knowledge skills and abilities necessary to perform more effectively in this position may also be considered.
A scope of work of the successful candidate includes but is not limited to the following;
Complete a comprehensive assessment of the Human Resources Directorates’ Section Heads and its core functions to identify the exited gaps problems and challenges;
Review the existing status/ business processes of the HR Department’s functions and deliver solid recommendations for specific reform initiatives to ensure efficiency and quality service delivery to MoF’s clients;
Conduct a thorough study to examine certain HR reform alternatives along with their implications and facilitate the development process of policies concept papers or proposals for the most appropriate reform option;
Provide technical support/ advice to the HR Director on key policy and strategic issues of the department and support the development of operational administrative and strategic plans;
Manage/ supervise the HR Support and Coordination Unit teams’ performance against their given work plans guide support and provide them with timely feedback on tasks assigned to ensure being on the right track;
Provide expert opinion reviews and facilitate the development and or revision of the HR policies systems strategic documents procedures and manuals;
Work on and facilitate the digitalization of Human Resources Directorate’s core functions and activities in consultation and coordination with IARCSC’s to ensure efficiency and more quality service delivery to MoF’s clients;
Provide technical and professional inputs in organizational and departmental functional review assignments to be undertaken at departmental or Ministerial levels;
Monitor supervise and manage the entire recruitment processes of NTAs and project based employees of the Ministry ensuring transparency and efficiency throughout the processes;
Provide technical advice in conduct of Training Needs Assessment (TNAs) and capacity building programs’ design delivery and overall implementation in alignment with MoF’s fundamental needs and strategic mandates;
Manage and supervise the progress made with respect to the ongoing programs day-to-day activities of the HR Support and Coordination Unit ensuring smooth implementation in accordance with the policies procedures and overall SoPs;
Perform any other tasks as assigned by the Human Resources Director.
