At least 2 year’s experience in human resource management
Knowledge of computer programs MS Office and Database software
Excellent written and spoken English Dari and Pashto
Ability to travel occasionally to all Serve regions
Experience with filing systems and information management systems

Maintain files for all Serve employees including the use of an appropriate information management system for employee records
Ensure job descriptions are prepared/updated by projects/departments as needed for new positions and changes of role.
Ensure all staff job description are reviewed every 3 years
Update staff contract forms ID cards and data information annually
Coordinate with auditors from HR side annually or when need
Inform all-regions and project about the off days annual breaks picnics and parties
Overview projects administrators in HR documentation system and other tasks
Administrate sick leave and leave forms annually
Administrate all documents and records of promotion committee and government docs
Facilitate the organisation of the Serve annual picnic and end of year parties in coordination with projects
Prepare a list of those staff who worked 5 10 15 20 25 years in the organization and facilitate gifts and appreciation letters to them
Facilitate the organising of good programmes for the end of year parties in all 3 regions
Keep staff informed of HR policies and other relevant information
Keep a record of annexes to policy and assist with policy updating when needed
Fulfill all other administrative tasks which are related to the human resource department
Data storage and confidentiality
Ensure confidentiality of information (verbal and written) at all times
Ensure GDPR Policy requirements are followed especially that all personal/personnel information is kept securely
Ensure all staff data is entered clearly and accurately in databases and files
Establish a hiring committee for each position and prepare vacancy announcement form in coordination with the hiring team using the joint recruitment email system
Announce the position internally to all staff and externally via ACBAR website
Collect all CVs (hard/soft) and make a sub shortlist with at least one member of the hiring team using agreed assessment criteria
Make a final shortlist with the hiring team
Facilitate a written test and/or practical test in coordination with the hiring team
Facilitate the interview and selection procedure with the hiring team
Sit in the interviews and selections as a panel member and get involved in final decisions and keep the record of all above hiring procedures.
Manage and lead all other recruitment procedures after the final decision (reference checking background checking contracting orientation and etc.) using the joint recruitment email to ensure transparency.
Ensure preparation of Serve ID card after completing of 3 months probationary period (and end of probation evaluation) and refer to Finance Department for bank account card
Prepare work permits for staff who successfully completed 3 months probationary period
Annual Staff Evaluations
Co-ordinate with projects to ensure annual staff evaluations take place every year in the timeframe agreed.
Send out timely reminders to relevant staff re the Promotion Committee Meetings and the promotions process/requirements
Communicate with the committee members to confirm PC meeting dates and inform all projects and managers re the committee meeting dates
Receive all promotion forms before committee meeting according to PC criteria
Review and make sure that all promotion forms fit the criteria and distribute in advance to PC members according to an agreed timetable
Attend the PC meeting as a member and make sure of fairness
Take the minutes of the meeting and record meeting decisions
Inform and send back the approved forms to the projects
Fulfill other duties related to the Promotion Committee
Support staff/ensuring fairness
Organize annual interviews with staff to hear their problems difficulties and suggestions than summarize categorize and share it with line manager .
Attend all termination meetings held in projects/departments when staff are being let go
Ensure an exit interview with all staff who leave Serve or are terminated by Serve (to ensure fairness/impartiality and deal with any complaints)
Maintain good relationships communication and coordination with all projects and departments and provide HR related support for Serve staff if appropriate
