Master’s degree in development studies economics education agriculture or public health with a minimum of 5 years’ experience with development and humanitarian proposal writing with documented success

Strong capacity in donor report writing

Experience of working with multiple donors and multisectoral programs.

Knowledge/experience of theory of change log frames and budgeting

Knowledge/experience of M&E and impact assessment

Knowledge and experience of development and humanitarian work particularly in contexts of conflict and crises – knowledge/experience of Afghanistan is a plus

Proficiency in MS Word PowerPoint and Excel

Professional proficiency in English 

Political gender and cultural awareness

Self-motivated and detail oriented

Able to work independently to tight deadlines

Able to work well in intercultural teams

Remuneration: In accordance with the NAC salary scale.


Job description:

The International Grants and Program Advisor will be responsible for seeking requests for funding proposals (RFPs) developing program and proposal ideas and writing related proposals and concept notes in line with NAC’s mandate and objectives. This position will also involve supporting the writing of reports for donors and other organizations which fund NAC’s programs projects and activities. In fulfilment of these responsibilities the International Grants and Program Advisor will consult with and support NAC program and management teams in Afghanistan and Norway. The position will be based in Norway or in a third country (home office) with Diplomatic representation in Afghanistan and with an Afghan Embassy in the country of residence. The position will involve extensive travel to and in Afghanistan and report directly to the Afghanistan-based Country Director.

The International Grants and Program Advisor will:

Actively search for read and respond to requests for proposals (RFPs) 

Develop and write concept notes and project proposals – leading or assisting Project Development Teams depending on the donor and the thematic field of the proposed project

Work to build capacity of NAC program and management teams in proposal/concept note writing

Support knowledge management/institutional learning and documentation of results

Assist program project and management teams in writing reports to donors 

Do any other task within his/her field of competence
