  • To have technical understanding of local governance skills of the project implementation.

  • At least Master degree in social science Law and other related.  

  • At least 2 years of similar position.

  • Good conceptual thinking skills and an ability to develop diverse and innovative solutions to problems.

  • Good understanding of project planning and management cycles and experience of developing quality project report and other documents.

  • Good communication skills.

  • Experienced in community capacity building.

  • Experienced in working in fragile contexts.

  • Very good self-management competencies.

  • Ability to communicate appropriately via Pashto and Dari.


Experience working in I/NGOs


The specialist will work under the technical guidance and supervision of subnational governance component of OHW Local Governance Projects – Afghanistan   and responsible for providing technical assistance to the projects in Herat Takhar Maimana and Pulkhumari.

Key functions and results include as below:

1.Provides technical guidance and assistance:

Provide technical guidance and support to provincial entities to local governance projects and other related sectors at the provincial level.

Guide and support the development of quality provincial planning in participatory and gender-responsive approaches

Provide technical support to implement and roll out the policy and procedure- local governance in local governance projects at the provinces.

Assist in enhancing strategic communication and outreach capacity of local governance bodies to ensure greater public perceptions and government awareness of  policies NPP and related legislation

Develop and strengthen participatory mechanisms in selected districts and provinces including women’s involvement feeding into the provincial planning process

Build and foster partnerships between various sub-national state institutions including CBOs for effective and participatory planning

Design and conduct trainings on provincial planning budgeting and monitoring for provinces.

Assist in enhancing the capacity or provincial entities and stakeholders in provincial plan

development implementation and monitoring in Local Governance Projects at the provinces

Engage women youth and civil society in provincial planning budgeting and monitoring and strengthen their role in planning and delivery of basic services;

Design and conduct trainings on outreach planning for PCs and support the formulation and implementation of outreach strategies

Provide assistance to implement PC accountability measures with a focus on women’s increased participation in provincial planning and budgeting

Provide support to the implementation of gender disaggregated data in Local Governance Projects at the provinces

Assist in providing advice and support on clearly defining provincial council’s role in planning and budgeting and oversight the local service delivery

Facilitated and supervise implementation of CBOs activity in coordination with other components and government municipality.

Provide technical guidance and support to municipality in preparation implementation and monitoring and evaluation of plans and strategies for capacity development revenue enhancement outreach participatory accountable and customer-oriented service delivery and governance initiatives

Develop training package and conduct trainings and workshops on participatory planning revenue management budgeting implementation and monitoring and evaluation

Develop guideline training packages and analytical reports in relation to municipal governance

Review verify and finalize specialist products (reports plans success stories revenue profiles M&E frameworks …) for wider circulation

2.Coordinate oversee monitor and report the implementation of Local Governance Projects in provinces:

Coordinate oversee and monitor of implementation of monthly plan in specific area of assignment in the provinces

Coordinate and oversee the work of local governance projects in provinces

Collect data review and report the progress of provincial planning budgeting monitoring and provincial outreach in the provinces.

Conduct regular visit to Local Governance counterpart in the provinces/district and follow up the progress on Local Governance targets and results

Ensure and strengthen coordination and cooperation between Local Governance Projects and provincial/district counterparts

Develop and submit monthly progress report against Local Governance Projects target and result in the provinces.

Facilitate visits/mission/ meetings of Local Governance with provincial and other related counterparts including CBOs

3.Facilitates knowledge building and management

Design and organize information/ experiences sharing and exposure visits for provincial and other related stakeholders.

Support and create networks/forums of Provincial authorities for advocacy and awareness of local governance.
