University degree (preferably MSc) in computer science agricultural economics or agriculture public or business administration (including forestry and fisheries) or closely related fields;
At least seven years of professional experience in planning implementation and administration of agricultural development programmes including the preparation monitoring or evaluation of development projects.
Working knowledge (level C) of the English and ability to communicate clearly and concisely orally and in writing in Dari and Pashto.
General knowledge of the local socio-economic conditions and institutions and minimum knowledge of development-related policies and procedures of the country of assignment.
Ability to identify and resolve problems expeditiously and pragmatically.
Should possess tact good initiative and sound judgment and have the ability to establish and maintain good working relations with people of different national and cultural backgrounds.
Good IT skills and experience in operating Management Information System (MIS) is highly essential.
Computer literacy and skills to use word-processing equipment is necessary.
Ability to use a logical and structured approach to collate archive and synthesis information.
Experience and knowledge of the FAO rules and regulations and good skills of multi-stakeholders coordination operations and management
Experience of working with UN and government entities is highly desirable;
Other Desirable Skills:
Good knowledge of corporate information systems;
Experience of working with government donors and other partners;
Excellent interpersonal communication and coordination skills and proven ability to work constructively with a variety of stake holders to achieve common goals;
Additional relevant professional experience in Afghanistan particularly in project management public administration or project operations.

Reporting Lines / Supervision Received/Exercised:
Under the general supervision of the FAO Representative and direct supervision of the National Senior Operations Officer in close collaboration with other FAO staff and government counterparts in particular the Operations unit and other unit and section the National MIS Specialist – Operations will fulfill the following tasks under FAO Representation/Country Office;
Act as focal point for assigned projects’ operational matters;
Prepare project task force meetings as required and ensure the secretariat of such meetings;
Develop and maintain local MIS for FAOR and relevant entities that will track work-plan all processes status progresses and pending tasks; generate routine and ad-hoc progress project reports;
Develop and maintain online Afghanistan Programme MIS that will keep track of all the FAO projects in the country with project summary and data;
Develop and maintain MIS for FAOAF that will facilitate and track the internal administrative processes of functions from different users at field level and to the focal units at the FAO Representation through e-Management. FAOAF-MIS should display the detail and status of all processes/actions taken by each individual person/unit in general and in specific for each project;
Update the status of LFM work-plan and budget in FPMIS for pipeline and ongoing projects;
Review the Semi-annual Annual Progress and Terminal Reports of assigned projects;
Contribute to ensure the timely provision of project inputs (personnel technical support services sub-contracts training equipment and supplies) directly by the Organization or when appropriate through contractors;
Participate in the identification and preparation of concept note and project formulation as required and provide necessary support on the development of project work plans operational clearance appraisal and approval process in FPMIS quality assurance
Monitor progress of the projects facilitate/support operational and financial closure and where necessary identify corrective measures to overcome operational constraints;
Contribute to ensure project budget management and prepare revisions as required;
Contribute to ensure project Field Budget Authorization (FBA) and prepare revisions as required;
Contribute to ensure timely preparation and submission of the Quarterly and Semi-Annual Project Implementation Reports and any other reports required by the Organization;
Contribute to ensure preparation of analytical reports on project performances as required;
Coordinate action concerning the completion of field projects and arrange for timely and adequate reporting including identification of project follow-up requirements; Contribute to the preparation and/or assessment of new projects and
Perform other related duties as required.
MIS applications developed for FAO Representation projects and line ministries (MAIL MEW NEPA MRRD MoPH and etc.)
A number of reports (progress report terminal report end of assignment report and etc.) reviewed and operationally cleared
As per operational procedure and guidelines a number of CN ProDoc and Budget reviewed and operationally cleared
Assist in project openings and closure actions
On regular basis updated FPMIS for all projects
Finalized a number of budget revisions and FBAs
Developed Analytical Reports as required
