Minimum Bachelor’s degree in social sciences development studies or other relevant field of study. Master’s degree is preferred.
Minimum of eight (8) years of administrative and/or coordination experience in development/humanitarian interventions with progressively more responsible positions. Five years of that experience with NGOs preferred.
Ability to think strategically prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive.
Documented track record of successful problem solving for NGOs not only internally but also with donors and Government of Afghanistan counterparts.
Exhibit a strong work ethic with a high degree of flexibility with respect to working hours; ability to effectively plan and manage own time.
Excellent writing and verbal skills in English and Dari/Pashto for reports and communications documents.
Knowledge of basic humanitarian principles and NGO values.
Able to work under pressure and in difficult security conditions.
Outstanding networking and interpersonal skills with different cultures; ability to coordinate with diverse stakeholders.
Ability to mentor/coach and train junior staffs is an advantage.

Start Date: Preferably 1 March 2021 or before
Location: Mazar-i Sharif Balkh province with frequent travel to the provinces in the northern region (security permitting). All ACBAR staffs must abide by all safety and security protocols.
Contract: Initial contract through 31 December 2021 which is renewable depending on funding and performance. Salary and conditions will be in accordance with ACBAR salary scale.
The Northern Regional Manager based in Mazar-i Sharif (NRM) and reporting to the Deputy Director will ensure effective and efficient coordination advocacy and communication regarding ACBAR members’ activities at the regional level in northern Afghanistan (i.g. Balkh Jawzjan Sar-i Pul Faryab Samangan provinces). The NRM will play a key role in contributing to and implementing ACBAR strategies in the northern region and representing ACBAR and its members with Government of Afghanistan ministry department representatives to resolve member challenges. The RMM is a member of the Extended Senior Management Team (ESMT) and will ensure timely and appropriate communication with relevant staff members regarding all issues related to the northern region – working to resolve any differences and prioritize time-sensitive tasks. The below responsibilities are not exhaustive; other tasks may be required according to changing operational and contextual needs.
Line manage the Coordination Assistant. Manage regional office expenses according to ACBAR finance compliance requirements.
Represent ACBAR and ACBAR members to the relevant line ministry departments including but not limited to the Departments of Labor and Social Affairs and the Departments of Economy to resolve overarching member concerns and challenges.
Guarantee that ACBAR’S mandate values and policies are reflected throughout all operations and activities (e.g. Code of Conduct PSEA Anti-Corruption and Anti-Fraud and Security) in the region.
Ensure that ACBAR’s accountability obligations are delegated and carried out in accordance with ACBAR protocols. Report any violations of ACBAR’s policies and protocols through its reporting mechanism(s).
Serve as a member of the Extended Senior Management Team.
Any other relevant duties as agreed with the supervisor.
REPRESENTATION AND ADVOCACY
Build and maintain constructive relations work with and represent ACBAR members at key regional fora with the UN Government of Afghanistan other civil society coordinating bodies and external actors.
Liaise with regional government officials including representation on behalf of ACBAR members regarding members’ issues that affect their ability to efficiently and effectively implement their activities.
Ensure implementation of advocacy and communications functions at the regional level in close coordination with the Advocacy and Communications Manager.
Working with program staffs facilitate the training and capacity sharing/professionalization programs at the regional level that support ACBAR members and the wider civil society.
Follow-up on regional implementation of ACBAR’s strategic plan along with senior managers; develop action plans.
COORDINATION AND NETWORKING
Working with the Advisory Board ensure regular monthly information and coordination meetings at the regional level with identified action points.
Regularly update regional members on issues of key relevance.
Cooperate closely with northern region external stakeholders; facilitate information sharing between these external stakeholders and members.
