OVERALL RESPONSIBILITIES: 



The overall responsibility of the position is to provide technical support and conduct required desk reviews stakeholder consultations developing proposals and workplan for National Action Plan to Eliminate Child Marriage. S/he will coordinate and facilitate a team of technical experts in NAP taskforce according to the framework developed by DMOYA and MOWA. S/he will coordinate the technical committee meeting between DMOYA MOWA MORHA MOE MoPH and UNFPA. His/r deliverables will include submission of monthly reports on the progress of NAP implementation and developing proposal on NAP to be shared with potential donors.



She/He will also ensure technical support to DMoYA counterparts for focusing on key intervention areas and cross-cutting issues reflected in youth policy. She/He will also work with counterparts collect analyze and share adolescent & youth-related data and information to ensure that youth strategies and programmes are in line with the National Youth Policy. The NTA (National Technical Assistants)will contribute to the follow up and implantation process of the National Youth Strategy 2018-2012. The NTA (National Technical Assistants)will strengthen coordination among key stakeholders and relevant directorates departments and units of the DMoYA as well as academic private and/or international institutions. This includes participating in thematic working groups and task forces as well as any other ad hoc committee as required by Deputy Ministry of Youth Affairs.



SPECIFIC RESPONSIBILITIES



A. Technical Support Functions




  • Assist the DMoYA in fulfilling its stewardship role in relation to NAP to eliminate child marriage in Afghanistan;

  • Review relevant literature including assessment reports and other action plan in Afghanistan and other regions to identify best practices and current trends on child marriage.

  • Carryout a stakeholder consultation with key stakeholders on NAP in the country.

  • Identify opportunities for cooperation and align activities with other stakeholders who support the NAP.

  • Provide strategic advice analytical and technical assistance to DMoYA colleagues and partners in the area of NAP implantation and other related issues. 

  • Regularly participate in core group meeting lead by DMOYA.

  • Any other function in regards to oversighting of NAP  as advised by deputy youth minister and UNFPA.

  • Provide support to DMOYA to develop proposal on NAP to generate the resources for the stated action plan.

  • Keep DMoYA abreast of the current developments in youth programme in Afghanistan.

  • Provide support to DMoYA to develop ToR and coordinating mechanism for Technical Committee and Technical Working Groups;

  • Assist in the identification of obstacles to effective youth programs at community.

  • Assist in the development of project proposals an reports as needed;

  • Assist in development of required documents reports and meeting minutes for Joint UN program on youth development.

  • Assist to prepare the comprehensive report and other documentation on National Youth Parliament.

  • Assist the DMOYA and UNFPA to translate all the required and related documents.



B. Planning and Coordination Functions




  • Identify opportunities for cooperation and align activities with other stakeholders who support the promotion of adolescent and youth especially with the context of the NAP.

  • Assist in developing the annual work plan for DMoYA and help to carry out the work plan and be accountable for achieving agreed results of work plan with DMoYA.

  • Support the DMoYA to review revise and develop strategic and operational plans such as the National Youth Strategy for promoting youth and monitor implementation of strategic documents;

  • Serve on the DMoYA  Task Force and other working groups to which he/she is assigned by Deputy Minister;

  • Working with DMoYA and UNFPA youth specialist to strengthen partnership with donors in an effort to raise additional resources for the adolescent and youth programme

  • Contribute to facilitate communication and coordination between Technical Committee and Technical Working Groups.

  • Seek active involvement of youth networks in the NAP and its implementation process

  • Provide detailed documentation of the entire strategy and action plan development process.



C. Research Monitoring & Evaluation Functions




  • Identify external technical assistance needs for Deputy Ministry of Youth Affairs.

  • Monitor the implementation of the NAP and National Youth Policy and Strategy.

  • Support DMoYA to effectively monitor implementing agencies working on NAP and youth development.

  • Critically analyze and synthesize the project findings into a model of technical assistance which is sustainable and replicable in Afghanistan;

  • Any other function in regards to capacity building for adolescents and youth as advised by Deputy Ministry of Youth Affairs.

  • Degree in Law journalism or Political Science 

  • Advance degree or practical experience in public administration and/or youth issues. 

  • At least 5 year of experience in coaching mentoring and capacity building at various levels of the development system within Ministries and/or NGOs.  

  • Proven experience in management and leadership

  • Demonstrated ability to work harmoniously with colleagues in a complex and rapidly changing environment.

  • Excellent interpersonal and communication skills

  • Demonstrated speaking and writing abilities in Dari/Pashto and English.

  • Demonstrated abilities to use computer and essential software programs including Microsoft Word Excel and PowerPoint etc.

  • Ability to travel to the provinces is required.
