Masters degree or at least bachelors degree in Geodetic Engineering Photogrammetry or GIS from an accredited four-year university program.
Skill in supervising training and evaluating assigned staff.
Ability to interact and maintain good working relationship with individuals of varying social and cultural backgrounds.
Skills operating with digital photogrammetric software and hardware knowledge in production of photogrammetric map orthophotos and spatial datasets.
At least 5 years of work experience in the Photogrammetry.
Excellent written and verbal communications in English and organizational skills.
Duties and Responsibilities
The candidate will undertake the following responsibilities under the Photogrammetry Director and ALASP Program Directors direct supervision. The Photogrammetry Technical Specialist will provide professional technical and administrative support on the following activities;
Prepare monthly quarterly and annual action plan of the organization according to the general plan to achieve the predictable goals of the organization.
Provide professional technical and administrative support for photogrammetric and mapping activities in order to produce photogrammetric base maps and orthophotos.
Contribute to the preparation of Terms of Reference and technical specifications for the production of photogrammetric vector maps and orthophotos.
Assure planning monitoring and day-to-day management of all production stages in the project on developing photogrammetric base map and orthophotos.
To supervise and conduct QA/QC of all aerial mapping deliverables including raw images aerial triangulation DSM DTM vector maps orthophotos from contractors to ensure technical specifications are met.
Define technical requirements applicable procedures for Photogrammetric Engineers/Team supervise their activities to meet project requirements.
Monitor the performance of flights and other fieldwork activities of contractors facilitate a communication obtaining permissions and other necessary documentation from Afghan public authorities.
To be in charge of implementing new Information technologies (photogrammetric GIS mapping) in the organization define guidances and recommendations for performance and staff training.
Contribute to the development of procedures and operational manuals for DML staff in the production and maintenance of Photogrammetric base map orthophotos and other base mapping production.
Contribute to the preparation of operational plan establishing ground control points (GCPs) for aerial mapping control and for supplementary ground surveys.
Assure overall coordination of contractors activities developing photogrammetric base map and orthophotos.
Lead the Photogrammetry Engineers/Team ensuring high-quality performance efficient and timely deliverables according to the defined work plan.
Maintain positive relationships amongst DML divisions and professional communication with international organizations maximizing land management developments and improvements.
To ensure proper use and maintenance of technical equipment (hardware software) in order to assure long-life operational capacities in the project implementation and post-project activities.
Produce monthly quarterly and annual reports and regular briefs of progress achievements of Photogrammetric engineers.
Carry out other duties given by the authorities in accordance with the law regulation and objectives of the organization.
Any other related task assigned by supervisor.
