Education and Experience: Bachelor’s degree in Business Administration Finance Engineering Management Economics Law and Political Science or any other relevant field of education with 4 years of related experience.
At least 2 years’ experience as officer or above in the field of procurement and / or public sector and donor funded projects (preferably with world bank projects)
Computer: Excellent understanding and usage of MS Office packages.
Languages: Possess excellent written and verbal communication skills in English and Dari/Pashto
Full compliance of procurement activities with the WB and Govt. of Afghanistan rules regulations policies and strategies; elaboration of the effective internal control proper design and functioning of a client-oriented procurement management system.
Supports the Procurement Specialist (PS) in generating periodic action plans for the entire project procurement activities; establishes mechanisms to eliminate deficiencies in procurement monitoring of the implementations; provides the Project director with monthly up-date reports and technical feedback.
Over all responsible for quality procurement of the project Goods and Works and Consultancy Services
Handle the day-to-day operations of the Procurement Unit to plan prepare and execute the procurement of Goods Works and Services for the project according to the priorities established in the CIP approved Procurement Plan (PP).
Assist and work with the Procurement team to address the procurement needs.
The incumbent should be able to prepare bidding documents/Contracts documents in the light of the World Bank or National Procurement Authority (NPA) Procurement regulations.
The Procurement officer shall carry out overall procurement process and support procurement team in bid opening/evaluation and other procurement related issues.
The officer must be practical experienced with procurement cycle and procurement implementation.
The incumbent will assist senior Procurement Specialist in developing reviewing and processing annual procurement plan and to follow up with the team members.
Timely correspondence with bidder’s enquiries for clarification and projects coordination with the technical departments.
The incumbent should be able to draft review award notifications contract/agreements.
Should be able to report on a daily weekly monthly and quarterly basis to the Senior Procurement Specialist and the Head of Project.
The incumbent should be able to demonstrate practical knowledge of Procurement regulations.
Should be able to monitor track and expedite all procurement activities and deliver status to supervisor on daily basis.
The contender should be able to write contract negotiation minutes procurement justification memos and comprehensive status reports as required by the Sr. Procurement Specialist and CIP Procurement Unit
Prepare RFP RFQ Technical Evaluation Report BER and Draft Contracts of Procurement Packages.
Any other duties assigned by Senior Procurement Specialist and Project director.
