Hard Skills

  • Minimum a BSc in Civil Engineering Hydraulics Engineering or Agricultural Engineering.

  • At least 7-10 years of experience in Agriculture & NRM with focus on water/irrigation infrastructure management.

  • Experience establishing and strengthening Community Based Organizations with focus on water management.

  • 7-10 years of demonstrated experience in program management and promotion of sustainable development in rural communities preferably in post-conflict situations.

  • Key programmatic knowledge includes community mobilization community project administration agricultural development and economic opportunities in rural environments

  • Excellent writing skill and fluent in Dari Pashto and English.


Soft Skills

  • Attention to detail following procedures meeting deadlines working and problem-solving independently and cooperatively.

  • Ability to work on multiple task and prioritize effectively

  • Strong Computer knowledge (MS Office)

  • Strong communication skills required

  • Time Management skills required

  • Willing to travel to Mercy Corps sub field offices


Success Summary

The position is based in Herat and it requires travel to Kabul and possibly other provinces within Afghanistan.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws customs and MCs policies procedures and values at all times and in all in-country venues.


General Position Summary 

The Program Director will be the Mercy Corps-EIDA project’s senior staff person responsible for managing the program under the supervision of Director of Programmes – Agribusiness & NRM working in all aspects of the program. The program is being implemented in Takhar Badakhshan and Baghlan. In addition to overall EIDA project management the Program Director will be responsible as backstop to Director of Programs – Agribusiness & NRM on overall portfolio management and programs development. This position is based in Kabul with frequent visits to the provinces.

The position includes developing tools for planning assessment and intervention monitoring; building active community participation into project design and implementation; ensuring design of high-quality interventions suited to the local context; monitoring and tracking program activities; designing training modules and delivering trainings for Mercy Corps’ staff and designing and supervising baseline and end line surveys.


Essential Job Responsibilities

  • Ensure that the program is managed according to the agreement proposal budget and timeline and within EIDA & Mercy Corps Afghanistan’s Strategic Framework policies and procedures.

  • Provide direct and ongoing supervision and managerial support to all staff including technical and program support staff.

  • Coordinate with the Finance Department to account for all program funds and those advanced in support of projects and ensure compliance with Mercy Corps and donor financial/procurement management guidelines.

  • Periodically check and review the project pipeline and BvA to forecast expenditure and deficits to enable adjustments to the program in a timely fashion.

  • Promote excellent coordination between the program and the operation staff to ensure proper logistics administration human resources and transport needs of the program are conducted within MC policy and with the maximum benefit to the program.

  • Security permitting travel to project sites regularly to monitor and oversee all project activities and mentor and support staff.

  • Ensure that all work follows donor and MC quality standards and best practices; that all water-related activities minimize impact on the water table and prioritize water for human consumption; that maintenance and sustainability plans are in-place prior to the start of all infrastructure activities; and that agriculture programs are technically and environmentally sound.

  • Coordinate with Team to make sure the discharge measured and recorded as well as crop water requirement and irrigation requirement are calculated based on the meteorological and geographical condition of the project target area.

  • Manage program personnel and conduct and/or facilitate training evaluations promotions disciplinary actions and dismissal in accordance with the Mercy Corps policy and procedures manual and in close coordination with human resources department.

  • In coordination with the MEL Support Unit develop a system of monitoring and evaluation to capture key data lessons learned and to measure program progress and impact on an ongoing basis.

  • Direct coordinate and communicate the process of preliminary assessment appraisal study feasibility study tendering and contracting and implementation phase.

  • Coordinate the selection and rehabilitation of irrigation structures and other infrastructure facilities covered under scope of EIDA III with project’s stakeholders; contribute in preparation of required documents.

  • Review program materials such as appraisal studies feasibility studies base line reports surveys training materials program promotional publications etc. Provide technical contribution overall to the water management and agricultural value chain part of the program.

  • Ensure all program filing are up to date and properly maintained both in hard copies and soft copies on google drive folder following [email protected] structure.

  • Develop program work plans and reports.

  • Represent program at governmental donor and other coordination platforms.

  • Support DoP- Agribusiness & NRM on overall portfolio management and development of new programs.

  • Liaise with all program stakeholders and relevant ministries at central (MRRD MAIL & MEW) provincial (DRRD DAIL & SBA) and district level (CDC DDA WUA Community Elders). Act as DoP- Agribusiness & NRM during his absence.

  • Actively participate in Mercy Corps’ senior management team (SMT) meetings on regular basis.

  • Regularly participate in  the ADCOM meetings provide idea concept   data and information required 

  • Perform other duties assigned by DoP- Agribusiness & NRM.


Maintenance of relations

  • Maintain clear and open lines of communication with other implementing partners.

  • Ensure establishment and maintenance of relationships with communities CDCs WUA IA and government line departments in the program area.

  • Conduct donor relations as requested and in coordination with DoP- Agribusiness & NRM.

  • Assist in facilitating field visits for MC staff and donor agency visitors.

  • Coordinate with international and national NGOs working in the same field to maximize efforts and avoid duplication.

  • Ensure close coordination with relevant Afghan government institutions (MAIL-DAIL MEW-PA-RBA MRRD-DRRD and CTTC) and other program stakeholders.

  • Maintain close collaboration with all departments within Mercy Corps in Afghanistan and if required with HQ staff. 



  • Ensure compliance with security procedures and policies as determined by country leadership.

  • Proactively ensure that team members operate in a secure environment and are aware of policies.
