Minimum of 5 years’ experience in project management roles with at least 3 years’ experience in Program development and management particularly in Women Economic Empowerment programme.
Substantial field-based experience and demonstrated ability to deliver aid development Programs in post-conflict situations.

Programme Manager WEI role overview:
The Program Manager is responsible for the effective management of the service provider contract to implement the agreed operational plan to meet pillar objectives and scope of services.

Detailed role description:
Reporting to the Director of Pillars The Program Manager manages the Program management cycle to meet AICP WEI Pillar objectives. He/She will facilitate the effective working relationship between the beneficiary service provider and other stakeholders. The Program Manager with emphasis on results through contracting will ensure contractual obligations are met services are delivered efficiently and commercial risks are identified and managed. He/She will be responsible for the effective application of AICP resources and processes in support of this.
The Programme Manager- WEI will hold the following responsibilities:
Assessments of how an organisation has performed similar activities in the past.
Assessments of an organisation’s capacity to undertake and successfully deliver the Program ensuring an organisation has the right mix of skills experience and sufficient staffing levels to implement the Program.
Assessments of how an organisation will manage the program and how often progress and variance reports will be provided.
Assessment as to whether an organisation can properly discharge its security and safety responsibilities considering any foreseeable risks.
Assessment of an organisation’s commitment to dealing with fraud bribery and corruption including what policies are in place policy content and how messages are communicated to staff.
Assessment of an organisation’s current financial strength and financial management including future commitments current processes systems and controls to effectively manage and account for our funds.
Identifying service provider and beneficiaries’ objectives and drivers and establishing an effective working relationship with all parties.
Start-up Assistance to Service Provider and Beneficiaries Planning
Facilitates beneficiaries and service provider to identify and agree roles responsibilities and processes for working together.
Provides oversight of the preparation of the beneficiaries and service provider annual operational plans.
Ensures AICP method and process requirements are understood and accepted.
Provides quarterly quantification and qualification of service provider services and progress against contract obligations.
Ensures completion and submission of current AICP assets and maintain a Program Asset Register.
Monitors the establishment and operation of the service provider’s purchase and asset registers.
Oversees service provider financial administration including the preparation of financial statements budgets and forecasts in consultation with the CFO.
Ensures processes are followed for the management of financial compliance to meet governance requirements.
Ensures the implementation of procedures to protect against anti-fraud bribery corruption money laundering and terrorist financing risks.
Assist external auditors in providing needed documents data and reports.
Undertakes additional financial management and procurement duties as directed by the Program Director.
Contribute to the development of a Risk Management Framework.
Ensures there is regular dialogue with the service provider to discuss progress and risk management issues.
Works closely with the service provider to identify potential cost overruns time delays or quality deficiencies and implements actions to remedy.
Undertakes additional monitoring and evaluation activities as directed by the AICP Monitoring and Evaluation Manager.
Facilitates negotiations and agreements between the service provider and beneficiaries.
Reports to the Program Director regarding all matters concerning the delivery of the WEI.
Manages the development operation and maintenance of the Program Management Information System including databases.
Develops and maintains an updated list of key stakeholders in public and private sectors. Acts as the focal point for interaction with the AICP and media on WEI implementation.
Assists the beneficiaries in preparing presentations proposals and other communications
Contributes to the application of innovative WEI structures and approaches within the GoIRA Ministry of Commerce Trade and Investment and Ministry of Finance.
Maintains knowledge of emerging best practices on enhancing private sector development including good practice examples and guidelines through internal and external networks.
Keeps abreast of latest trends and developments in addressing Legal and Regulatory Reforms and Investment related issues.
Participates in and contribute to internal and external training Programs and conferences on private sector development and WEI.
