Qualification

Work Experience: • 5 to 10 related work experience Years
Qualification:
  • Candidate with Master’s degree in Natural Resource Managements Project Management Applied or Social Sciences with at least 5 years of working Experience with designing or implementing donor funded projects or any other related field is required; or
  • Candidate with Bachelor’s degree in Natural Resource Management Project Management Applied or Social Sciences with at least 10 years of working experience with designing or implementing donor funded projects or any other related filed is required.
  • Demonstrated high-level project implementation/management experience and an understanding of project-cycle principles log-frames monitoring and evaluation in line with the requirements of development partners

Other skills and Requirement of the positions:

Good communication skills: speaking writing and listening.
Demonstrated interpersonal skills including diplomacy and tact.
Computer skills including extensive experience using Microsoft Office Automation and Internet. 
Fluency in English language is must.
Ability to set priorities and manage time effectively.
Ability to work both independently and as an effective team member.
Demonstrated abilities to take initiatives build consensus and make things happen.
Willingness to enhance knowledge through training and personal initiative.

DESIRABLE QUALIFICATION AND SKILLS:

  • Familiarity and experience with implementation of World Bank Projects.
  • Experience with Agriculture projects or programs
  • Demonstrated work in multicultural environments is an asset
  • Relevant prior experience in working with government agencies and the private sector in Afghanistan.

 

Duties & Responsibilities

  • Ensure that project implementation within the program take places to highest possible technical standards within the timelines and sequencing as defined in the project’s implementation plans and according to appropriate national laws rules and regulations.
  • Ensure that program’s organizational structure operational policies and other business processes are sound and able effectively to deliver on the strategic objectives defined in the Program Document.
  • Ensure all activities are consistent with the Legal Agreement approved Procurement Plan Project Operational Manual ESMF and M&E framework.
  • Ensure the Project is implemented following World Bank fiduciary environmental and social safeguards guidelines and procedures.
  • Contribute to the formulation of necessary strategic documents including project document project planning and implementation such as policy papers and concept notes.
  • Oversee establishment of operating systems and procedures to be used by the project.
  • Lead monitoring of project plans.
  • Overall responsibility for reporting functions (including the preparation of progress reports as needed); supervision of the preparation of financial management and procurement reports; the coordination of all M&E and safeguards activities; ensuring all project reports and files are kept up to date; Ensure the timeliness and quality of the outputs as well as timely preparation of reports on achievements and challenges faced within the project.
  • Lead the Project staff and provide them with guidance as needed on project procedures and policies; supervise the deliverables of Project team identify bottlenecks and constraints and provide recommendations to address them.
  • Coordinate the implementation of follow up actions resulting from technical and implementation support missions and progress reports.
  • Ensure the readiness of Contingency Emergency Response Sub-Component (CERC) and in the event that CERC is triggered act in accordance with the CERC Operations Manual
  • Ensure effective communication and coordination between MRRD/Citizen Charter administered programmes operations Departments/Units in Kabul regions provinces and districts.
  • Monitor the progress of projects against the agreed plans initiate corrective actions if required and produce regular reports to the Head of Subprogram and Bilateral Funds Management division.
  • As requested facilitate and/or participate in events seminars ad hoc working groups etc project related.
  • Assist the Head of Subprogram and Bilateral Funds Management division in specifying target areas and budget allocation according to the agreed project document (provincial district and community based).
  • Work closely with and provides backstopping to Head of Subprogram and Bilateral Funds Management division in project implementation management.
  • Conduct regular field missions and prepare qualitative reports case studies and success stories unique to the grant /projects.
  • If needed organize and accompany donors of the grant /projects for the field mission.
  • Perform other duties assigned by Operation Director or Director General CCAP.
