§Experience with community mobilization in a rural and/or insecure context including marginalized populations especially women in community activities;

§Knowledge of agricultural standards and requirements of local institutions (MAIL MRRD etc.);

§Understanding of the local agricultural sector (especially wheat);

§Previous experience in design and preparation of training methodologies;

§Strong management skills including ability to provide strategic guidance technical oversight

§build strong teams mentor staff develop work-plans and manage budgets and project expenditures;

§Good interpersonal skills with experience in networking with partners at all levels (ministry

§donors private sector NGOs and local community-based organizations);

§Demonstrated written analytical presentation reporting and computing skills and familiarity with

§Fluency in local languages required;

وظایف

Assignment



The Project Manager (PM) ensures the effective and efficient day to day implementation of the project in all the two targeted province – Balkh. The PM will lead the project implementation with the aim of mitigating negative impacts of displacements upon agricultural livelihoods through: 1) providing capacity building trainings to target beneficiary households on wheat production agronomy and 2) the provision of certified wheat seeds and fertilizers (DAP and Urea).





The PM will ensure the launching of the project establishment of the project structure coordination of team staff and activities communication with the line departments liasoning with key stakeholders (FAO Department of Agriculture irrigation and Livestock Department for Refugees and returnees district/provincial authorities etc.) planning and safeguarding necessary reporting and monitoring mechanisms. PM will design and regularly update project’s work-plan focusing on output (activity) delivery and use the available project management framework and other tools to meet the set targets. Coordination will focus on timely provision of trainings to the beneficiaries and distribution of assets/inputs as per developed and revised criteria set in cooperation DAIL and other involved actors.



Functions:

1-External representation

§Participate in technical and sectorial meetings to ensure visibility amongst local authorities; exchange of information communication with the line departments (especially DAIL)



Close communication with the FAO focal points arranging joint activities and monitoring

More generally the programme manager is expected to contribute to the creation of a positive image and overall credibility of the organization notably through the application of ACTED’s mandate ethics values and stand-point with regard to other actors.



2- Project Cycle Management

Project implementation:

§Prepare update and supervise monthly implementation plan for the various stages of project implementation. Plan and supervise day to day implementation of the project activities in all three provinces to ensure cohesion of the overall project implementation (crosscut training and input/asset delivery);



Provide technical advice to ensure that the project activities are designed and implemented in line with best practice and in compliance with donor processes and procedures;

organize necessary induction/technical trainings for the project staff to ensure proper and quality implementation of project activities. Manage and provide support to project staff (planning capacity buildings complaints implementation);

Coordinate project finances logistics and other line departments. Coordination of reception and storage of all inputs (seeds fertilizers) and oversight of all logistical and transportation. Oversight over the organization of distribution centers;

Coordination with AMEU team (finalization and execution of AME plan reaction to complaints arranging site visits/meetings preparation of crop performance assessment PDMs);

Liaise extensively with FAO DAILs Offices of District/Provincial Governors field staff to ensure coordination and transparency in planning and executing project activities including the finalization of the selection criteria. When necessary liaise with the other relevant government authorities and community stakeholders to obtain the necessary permission and community support for the project;

With team staff design training plan and finalize the curriculum and study materials

Safeguarding that the project is contributing to gender equality especially reaching out to female farmers and promoting their active participation in agricultural income generation

Any other task relevant to the project implementation



Project reporting requirements:



Conduct regular weekly meetings and guide the staff in implementation of project as per the project guide lines

Prepare timely reports according to the requirements of the donor and internal deadlines of the Project Development Department;

Provide regular updates on project implementation in particular through updated monthly PMF and weekly updates;

Prepare reports according to government requirements;



Attend weekly and monthly coordination meetings to report on any project challenges to Coordination;

Support the finance department in maintaining an accurate Budget Follow-Up;

Implement any other relevant tasks requested by the Programme.
