Undertake project-related tasks as mandated in mutual agreement and as required by AAPMP/MAIL;
As per direction of Project Director & or H.E DM MAIL - serve as the focal point of and facilitate resolving of issues and/or approval of all matters pertaining to the project both at the center and on provincial levels;
Coordinate with support assist and oversee Consultants’ activities;
Provide overall project management oversight control and reporting as required by MAIL.

The details of his/her duties and responsibilities are as under;

Duties and Responsibilities:

General Management

Plan manage and coordinate implementation of project activities to ensure that long term strategic goals and objectives of the project are accomplished within prescribed time frame and funding parameters;
Under the guidance of Project Director- be responsible for overall quality of the sub-projects at field level and oversee the overall execution of Afghanistan Agriculture Production Management Project (AAPMP) at all levels;
Recognize and resolve potential problems and evaluate project effectiveness;
Serve as focal point and facilitate resolution of issues of all matters pertaining to the project during its implementation;
Ensure that policy and governance related practices relevant to the project are followed and that to that end an enabling framework at the national and sub-national levels is developed.

Personnel Management

Establish work plan and staffing for each phase of the project and arrange for recruitment and assignment of project personnel;
Assist and guide project staff to outline their work plans and assign them duties and responsibilities;
Supervise all IMST staff (Implementing Management Support Team) in their daily activities;
Direct and coordinate activities of project personnel to ensure project progresses on schedule and within prescribed budget;
Provide assistance to AAPMP Team to prepare a capacity building training program that will equip IMST and provincial staff with the requisite skills that will enable them to undertake the management and implementation of development projects in the future. (Survey and design facilities management construction supervision ToT Trainings & etc.);

Financial Management

Provide oversight on the preparation of the budgetary requirements and reporting responsibilities of the AAPMP Project;
Make sure there is a good track keeping of all financial transactions taking place for constructions of various structures;
Supervise the preparation of annual budget for the planned activities;


Make sure annual procurement plan is prepared according to the terms and conditions of MAIL;
Make sure all planned activities are incorporated into the annual procurement plan;
Make sure procurement activities are performed according to the procurement plan in accordance to the rules and regulations of Afghanistan procurement policies & procedures;

Communication and Reporting

Regularly communicate with MAIL leadership targeted directorates in MAIL and other relevant stakeholders;
Work closely with stakeholders in the continued development and implementation of the project;
Review status reports prepared by project personnel and modify schedules and plans as required;
Prepare monthly and annual reports on project progress to Project Director & H.E DM Office or any other assigned leadership of MAIL;

Technical Part

As per the guidance of Project Director provide with directions to AAPMP Project Technical Teams (Prov. Engineers Post-Harvest Technologists Marketing Specialists MIS and Operation Team Members & etc.) at provincial & Headquarter levels;
Having the innovative ability to manage the overall activities related to construction of AAPMP project main activities - Cold Storages (Apple/Pomegranate Cold Storages Potato Cold Storages Onion/Red Onion Cold Storages & Raisin Making Houses);
Coordination well - the agriculture related activities with provincial Directorates of Agriculture Irrigation & Livestock (DAIL) DM office in MAIL & other relevant stakeholders;
Having thorough knowledge/data of Afghanistan Agriculture Sector throughout the country in order to implement the project successfully and attain project’s long term goals and objectives ultimately;

Making sure that the required level of quality is maintained at all times and overcome any unanticipated technical issues during the project implementation.

Essential Qualification and Experience:

Advanced degree in Business administration Project Management Public administration Economics Agriculture Agribusiness or other relevant fields;
Minimum of six years of experience in Project or Program Management;
The candidate must have worked at least for three years in a senior Leadership/Managerial position;
Experience of working with Government and World Bank would be an advantage;
Must have full knowledge of Program Budget and Financial Management Understanding of budget and budget cycle;
Must have full knowledge of Project Management;
Must have full knowledge of planning and planning related activities;
Must have knowledge of problem solving and conflict resolution;
Familiarity with World Bank guidelines and procedures;
Should have basic knowledge about Agriculture and the challenges in this sector in Afghanistan;
Fluent in English and as well as in Pashto/Dari (Speaking and Writing);
Strong oral and written communication skills and Computer Knowledge of MS Office packages especially MS Word and MS Excel;
Able to work under pressure and as team member and to work for long hours as and whenever required;

Duties & Responsibilities

The Project Manager (PM) will be having the overall responsibility of the project technical & operational activities and will manage the IMST (Implementing Management Support Team) accordingly. She/he will be responsible for providing conceptual and creative management that would lead to successful and results-oriented implementation of the Project. S/he will be the focal point and the person to oversee the entire operations of the project. The Project Manager will be responsible to directly report to Project Director & H.E the Deputy Minister of Natural resources and Irrigations at the Ministry of Agriculture Irrigations & Livestock (MAIL).
