Qualifications and Education Requirement

Bachelor’s degree in the field of Social Science Disaster Management Agriculture or any relevant disciplines.
Minimum 3 years of progressive work experiences within an INGO or Afghan NGO managing large projects.
Minimum of 3 years of experience in implementing emergency responses is mandatory.
Technical background in food and nutrition security including nutrition and hygiene sensitisation.
Experience in planning execution and monitoring of field activities.
Proven experience in staff management.
Utmost flexibility to implement emergency assessments and operations within 24/48 hours.
Very good English written and oral communication skills and as well both national languages.

Duties & Responsibilities

Purpose of The Position:                                                                                    

Emergency response to food and nutrition security crisis in Kabul Nangahar Balkh Samangan and Jawzjan Provinces is an emergency response project with a duration of two years implemented five provinces in Afghanistan. The Project Officer have a key role in planning along with the Project Manager the activities to be implemented in the province of reference organizing the field staff so that the planning is followed monitor the appropriate implementation of the activities following the plan and reporting to the Project Manager about the implementation of the activities. The Project Officer is expected to provide the key linkage between the Project Manager and the field staff reporting any change in the conditions in the field needs of the beneficiaries of the project or challenges related to the implementation of the activities in full transparency and on the base of the strictest accountability principles. Being an emergency response project the Project Officer is expected to be available to launch emergency assessments and response within 24/48 hours of the emergency.

Main Responsibilities:

Project implementation

Constant monitoring of the emergency needs of the population in the field and timely communication to the Project Manager.
Development of weekly and daily planning following the global plan of the implementation plan of the project.
Steering of the implementation of the planned activities.
Upon delegation and under the supervision of the Project Manager facilitation of the coordination of the activities with local authorities and other relevant stakeholders.
Conduction of briefings and capacity building of the filed staff.
Identification of challenges in the field and communicates them to the Project Manager.
Preparation of weekly and daily movement plans following WHH security rules in each of the implementation areas.
Immediately report of any security risk or incidents to the security department.
Coordination with the logistics department in organization and arrangement of distribution of assistance selection and preparation of distribution venues.
Elaboration of internal and donor reporting as required by the Project Manager.
Identification and reporting of lessons learnt and best practices.
Participation in assessments and emergency operations with very short notice.
Any other tasks assigned by the supervisor.

Adhering to principles policies and guidelines

Full compliance with WHH rules regulations and policies implementation of corporate operational strategies establishment of management targets and monitoring the achievement of results.
Responsible to follow absolutely binding the anti-corruption policy of Welthungerhilfe in all operations.
Project compliance with corporate human resources policies and strategies.
Compliance with corporate rules and regulations in the field WHH procurement policy including sourcing strategy supplier selection and evaluation quality management e-procurement promotion and introduction performance measurement.
Unconditional and absolute adherence to the security rules of the mission.
Respect of IT policies of the mission.

External representation

Under the strict supervision of Project Manager and Regional Managers establishment of healthy relationship and working arrangements with project stakeholders and ensure a transparent and correct communication with project stakeholders.
Participation in Clusters and Working Groups upon delegation of Head of Programmes and/or Regional Managers.
