Residence and ability to work in Afghanistan is required.
Fluency in at least one local language (e.g. Dari/Pashto) strongly preferred; fluency in English a plus.
Bachelor’s degree in a relevant area such as Medicine public health communications sociology anthropology allied health or related fields with master’s degree preferred.
At least three to five years of experience in program management in the field of Community Health and/or community engagement.
At least three to five years of experience in education or related programs in Afghanistan with at least three years in a senior management position.
At least three years of experience in managing complex programs in Afghanistan.
Experience in literacy programs in Afghanistan is an advantage.
Experience in USAID funded projects in Afghanistan is a plus.
Experience in coordination of clinical service training human resources for health development or management and/or public health.
Knowledge of project and community team leadership monitoring and evaluation of health programs processes and strategies.
Experience in management of project teams initiate and organize work establish priorities in a time-sensitive environment and meet deadlines with attention to detail and quality.
Excellent knowledge of community development theoretical principles.
Solid experience working with partners in the field of education and/or health.
Minimum 2-3 years of professional experience designing and implementing comprehensive community mobilization techniques tools and approaches.
Experience in facilitation and training and coaching/mentoring.
Experience working in collaboration with NGOs.
Excellent writing editing and interpersonal communications skills.
Proficiency in computer Microsoft Office Suite (World Excel and PowerPoint) required.
Proficiency in graphic design audio or video edit software preferred.
Able and willing to do frequent travel within Afghanistan.
Bachelor’s degree with 5 years’ experience in the relevant field in public health.
Master’s degree is preferred.
The Provincial Health Literacy Technical Provincial Officer under the supervision of Senior Field Project Manager in collaboration with the project’s departments districts and partners will lead in the implementation of Accelerated Literacy/Health Literacy activity for the AFIAT project. The Provincial Health Literacy Technical Officer is also responsible for the start-up and sustained delivery and monitoring of all project activities in the Province.
This position is based at the AFIAT provincial office in Kabul.
Facilitate Province project meetings with the senior field manager master trainers MSH SDO ELCS Technical Coordinating group representatives and other relevant stakeholders.
Support the Senior field manager to co-create planning with MSH MoPH SDO and other stakeholders to achieve the first-year work plan objectives effective implementation address emerging staffing needs and support monitoring and evaluation.
Support the delivery of the orientation workshops with MSH SDO ELCS MoPH MoE CHWs Community leaders religious leaders Community Midwives and women’s Shuras.
Operationalize agendas and criteria for success to conduct provincial and district site meetings for curriculum review adaptation and delivery.
Support facilitator / health literacy mobilizer selection and recruitment and monitor progress to completion with UMass MSH SDO ELCS and community partners. Assist in the recruitment and training of facilitators ensuring that literacy classes complement training for health workers and other community health professionals.
Collaborate with Consultants on curriculum development ToT facilitators training and Health Literacy mobilizers training.
Enable the setting up of local learning centers.
Collaborate with Administration and Logistic Assistance under the AFIAT Provincial Operation Officer to provide proper and required support to the implementation of the health literacy activity in the targeted areas.
Work with MSH SDO ELCS and communities on logistics to organize and initiate materials and classes. Support the initiation of Foundation Bridging and Men’s classes.
Manage structures processes and communication for the managing assessing monitoring and reporting class progress and concerns. Lead the development and implement a management and monitoring strategy plan.
Collaborate with UMass in the implementation of program M&E
Facilitate the co-development of assessment and certification with MoE and MoPH involving the production of certificates of achievement.
Contribute to prioritize regular media messaging regarding the formative and evaluative research findings as part of M&E and in collaboration with UMass MSH (core media messages) MoPH and other partners prior to during and following project implementation.
