شرایط:

Specific responsibilities will include but are not limited to:



The Senior Quantity surveyor will have sound knowledge Quantity surveying and Quantity Estimation of materials and materials and shall have general responsibility for the following:



Monitor and keep track of project progress and is responsible for the measurement and evaluation of work quantities in the contract for the agreement of interim payments and the final account.



Responsible for reviewing the plans and specifications and BoQ and creating the final detail takeoff or Bill of Quantities (BoQ) required for construction in line with the design and technical specifications requirements for completeness and accuracy.

Make sure that construction costs and production are managed as efficiently as possible.

Control all stages of projects within the predetermined time cost quality and value the work is done on-site.

Analyse completed work and arranging payment to contractors.

Price of variation claims.

Site visits assessments and projections for future work.

Liaise with the client and other construction professionals such as site managers project managers and site engineers.

Quantification of variation as per revised drawings.

Regular submission and updating of all quantity breakdown and BOQs.

Perform quantity comparisons and report on quantity changes.

Perform any other duty in line with these ToR’s as directed by the Deputy Team Leader

Planning and conducting an engineering survey for the selected roads structures and civil works including a Topographic survey and recording all site-related details.

Checking the layout of the structures e.g. center line culverts bridges

 Formulate a topographic survey for project sites using TOTAL STATIONS Geodetic GPS Stations equipment and monitoring related aspects after construction.

Prepare survey data and survey reports to commence road or structure design.

Conducting a post-construction survey and ensuring the construction/design is in accordance with the BoQ.

Responsible to ensure surveying equipment is in good working order.

Co-ordinate with Bridge and Roads Design Units and other units as applicable to ensure dissemination of surveying data

Verify the accuracy of survey data including measurement and calculation conducted at survey sites.

Adjust surveying instruments in order to maintain their accuracy.

Locate and mark sites selected for geophysical prospecting activities such as efforts to locate petroleum or other mineral products.

Determine specifications for photographic equipment to be used for aerial photography as well as altitudes from which to photograph terrain.

To verify Quantity measurements such as cut and fill on-site for civil 3D cross-sections

To review and check schedules working plans and provide comments for rectification for the projects submitted by the contractors.

To keep the project plans updated and monitor the daily activities of the project to determine/make sure that the progress is in accordance with the originally approved plan and schedule.

Prepare work plans for CSU and coordination with related personnel.

Calculate review and check labor days machinery and equipment and material production for the specific duration of the project.

Support to promote data collection forms (work is done VS Labors Record Machinery fuel consumption VS production and working hours).

Check and review Primavera produced file technically.

To inform the Deputy Team Leader from any occurred and or possible delay in the project progress and completion.

To keep the Deputy Team Leader and Manager Supervision Support Team informed of the day to day activities of the progress and schedule related issues at the project site.

To keep close contact with the Resident Engineer and Site Staff for useful and effective use of plans and schedules.

Attend daily/Monthly progress meetings.

Review Control and ensure the Contractor’s measurements and IPCs.

Conducting reviews of BOQs/Cost prepared by the contractors for accuracy and preparing payments.

Coordinate with geotechnical engineers regarding the type of material during preparing payments.

Support in providing quantity and Costs on potential change orders/variations and changes in scope;



Training and Capacity Building:



Developing and coordinating the delivery of training to national staff and national consultants working in the field surveying and quantities calculation;



Liaise with and assist the Resident Engineer and other Engineers on the preparation of IPCs BoQ for each structure and items to avoid delays on the execution of work.



3. Monitoring and Progress Controls



Effective management of the Work Plan for CSU Unit within the THRCP/MPW.



Implementation and monitoring of the schedule developed by the Contractors.

Increased capacity of staff in relation to the scheduling in Primaveras latest version.

Draft guidelines for the preparation of Work Plan.      



4. Final Product



Successful completion of physical Structure’s works.



Prepare Check review and Development Measurements Costs for the THRCP as required.

Complete survey data relating to pre and post-construction for all project sites.



5. Qualifications and Experience



a. Education



Bachelor Degree in Civil Engineering & Road Construction only with 4-5-year relevant experience



At least 5 Years of Experience as a Survey Engineer.

Masters Degree will be given an advantage.



b. Work Experience



At least 5 years of related experience with Road and Bridge Construction work particularly for Scheduling.



At least 3 years of working experience as Quantity Surveyor

Demonstrated experience in pre-stressing grouting works and quantity and survey.



c. Key Competencies



Highly skilled in the use and operation of the latest survey equipment leveling instrument Theodolite Electronic distance meter Levelling Machine TOTAL STATION GPS Geodetic GPS Stations Clinometer’s etc. Good Knowledge of Ms. Word Ms. Excel Civil 3d and Auto cad



Proficiency in English Dari and Pashto (Reading Writing and Speaking).

Ability to overcome challenges and work in difficult work environments/conditions.

Ability to overcome challenges and work in difficult work environments/conditions.

Be a good mentor capable of working with others in a participatory and capacity building manner.

Have the knowledge to operate civil 3D and calculate fill and cut quantities form civil 3D cross-sections.

Knowledge of MS Office including MS Word Excel powerPoint and as well engineering and project management tools including MS Project and Primavera 6 as an advantage.

Able to work independently in stress full and multicultural environments.
