Qualification:
  • University Degree preferably in Business Administration Economics Management and leadership or related field_ Having MA degree is preferred
  • At least 3 years of experiences in similar position involving data collection documentation and reporting in national/International NGOs.
  • Experience in designing tools and strategies for data collection analysis and production of reports.
  • Expertise in analyzing data using software
  • Experience in Managing M&E systems for non-profit organizations
  • Experience in conducting field studies for M&E purposes
  • Fluency in written and spoken English. Having excellent oral and written communication skills in Dari and Pashto
  • Initiative and results-oriented mindset
  • Strong independent work ethic
  • Attention to detail
  • Ability to travel inside and outside of Afghanistan

Duties & Responsibilities

Title: Senior M&E Officer

Dept. / Location: M&E Department-VWO Main Office / Herat Afghanistan

Reports to: Program Manager  

Description:

The Senior M&E Officer will provide support to the Program directly oversee and implement all M&E activities and design and assess M&E systems. The specific tasks of the Senior M&E Officer include.

Responsibilities:

  • Develop and enhance M&E system for all projects in accordance with VWO policies and reporting requirements
  • Lead the process of MIS system establishment for funded projects.
  • Assist Service Providers in the design and implementation of appropriate participatory tool and methodologies so as to ensure communities’ empowerment and their participation in planning and monitoring of project activities.
  • Ensure that all project Service Providers’ activities as identified in their respective detailed Annual Work Plan and Budget conform with the overall project work plan and budget Logical framework as well as CP-GAP guidelines and policies.
  • Conduct (or outsource) baseline surveys for the current and new approved projects.
  • Support projects services providers to set up and maintain appropriate and robust M&E system for all projects activities.
  • Regular monitoring visit of project activities and sub-offices.
  • Develop projects’ logical frameworks and to provide orientation to project staff.
  • Lead monitoring and evaluation processes using developed tools and provide guidance to staff.
  • Routinely perform quality control checks of monitoring and evaluation work overseeing that planned monitoring and evaluation activities are taking place and as to validate on a random basis information provided by service provider.
  • Design carry out and/or supervise consultants conducting evaluations across all program areas
  • Build M&E capacity of all program and partner staff through training and on the job support
  • Build strong relationship with VWO stakeholders.
  • Track planned evaluations and ensure that evaluation reports are obtained and shared to facilitate learning.
  • Conduct any outcome of impact survey that may be required in order to assess project success.
  • Help organize and participate in the midterm and completion reviews of the all VWO funded projects conducted by external and/or internal evaluators;
  • Develop and strengthen monitoring inspection and evaluation process
  • Provide M&E reports based on the finding and feedbacks during the monitoring visits to Senior management.
  • Provide ongoing M&E training and support to VWO staff on regular basis
  • Regular evaluation of the projects’ trainings seminars workshops and outreach activities through pre- designed evaluation tools
  • Perform any other relevant assignments/ duties that might be assigned from time to time by supervisor.
