A professional qualification in security or risk management is preferred. (also applies to former military or police personnel)
At least 5 years professional experience in security risk management with reputable company or NGO of which minimum 02 years must be in managerial position.
Excellent spoken and written communication skills in English and both Dari and Pashto languages are preferable
Excellent interpersonal skills ability to engage and work within a diverse and multicultural multilingual environment.
Excellent analytical and planning skills
Working knowledge of MS Office applications (Word Power Point Outlook Excel)
Must be able to travel and work in field locations across Afghanistan where ActionAid has operations.
The position is based on the need to build and sustain long-term security risk management capacity at ActionAid Afghanistan programme. The purpose of this role is to (1) Develop and implement security risk management systems and procedures in line with ActionAid’s policies and informed by country’s political social and security context (2) to support staff and management in their security-related roles and responsibilities by means of capacity development staff awareness and effective communication and (3) act as the key contact on matters concerning staff security on behalf of the Country Director.
Job Responsibilities 01: Safety and Security Systems and SOPs
Conducts ongoing analysis of the socio-political context and the security situation and develops and maintains up-to-date context analysis and risk assessment (national regional Local)
Undertakes regular and ad hoc security assessments as necessary in order to gather information and analyze the overall security situation in existing and potential working areas.
Develops and maintains effective security plans/ SoPs procedures and systems for staff security management and updates them in view of external and internal changes.
Lead in security risk assessment of new geographical location for projects and new partnerships .
Develops and maintain an incident reporting system and ensures that the incident register is updated regularly.
Carries out investigation of security incidents in accordance with applicable incident management procedures.
As a member of the National Crisis Management Team (NCMT) supports effective crisis/critical incident handling in accordance with applicable crisis management protocols.
Serve as security focal person responsible for management of security related preparedness prevention mitigation and response with support of Country Director.
Job Responsibilities 02: Peoples Management
Provide the security related information and data required for the development of staff JDs.
Conduct risk analysis related to AAA programs in coordination with staff partners and regular update such RA and provide risk mitigation strategies
Develop and implement efficient and effective systems for security inductions and orientations for new and existing staff and visitors.
Promote a culture of high performance creativity ambitions care positive communication and teamwork.
Facilitate and monitor the security training of staff & volunteers to ensure everyone received security training.
Organize evacuation drills firefighting drills on regular basis for staff
Regularly share security advisories and briefs on security situation with staff and partners ( based on need).
Job Responsibilities 03: Networking and coordination
Develop beneficial relationship with various government departments especially security and law enforcing departments that all legal requirements are adhered to with respect to AAA’s operations.
Works very closely with INSO and other security focal points for better information sharing.
Job Responsibilities 04: others
Fulfill other appropriate level accountabilities as defined by the Country Director from time to time.
Abide by AAA’s core values and other policies regarding Gender Sensitivity Child Protection Combating terrorism Confidentiality and Security.
