Specific responsibilities will include but are not limited to:
Be responsible to control QC requirements of the works.
Be aware of all quality requirements procedures and systems required for completing various construction activities in compliance to the quality requirements for roads.
The incumbent will support the Resident Engineer in the Construction Supervision of THRCP/B2B road implemented by contractors.
The incumbent will be responsible for the development and implementation of QA Management Plan for works materials for roads and structures.
The incumbent will be responsible for establishing at the outset procedures with time limits for the inspection sampling and testing of the works and all other works’ QA related requirements
The incumbent will be responsible for the quality assessment of materials by conducting frequent field and laboratory tests.
Review Technical Specifications and recommend QA procedures to ensure the quality of all items of works and be effectively used in the Project works.
Use prepared all “standard test forms” to be used for the laboratory and field tests.
Prepare QA testing procedures and Schedules.
Review the quality control plan and propose systematic actions necessary for the Project.
Carry out the necessary supervision required for fieldwork emphasis on standardization of works for road activities
Considers a high focus and conduct regular inspection of the Asphalt Plant crushing plant and other machinery during construction work;
Assist in identifying materials sources and plan/scheduling evaluation tests for materials and keep a record of the results.
Arranges QA capacity building training sessions to build the capacity of the project staff on QC/Q.
Inspect the contractor’s QCP QC Organization Chart; identifying all personnel relevancy for quality control works of the project and recommend actions to be taken by the Resident Engineer and the CSU leadership.
Conduct initial Survey Queries on sources of materials ensure quality and quantity is of economic value to the project.
Carry out testing on all types of construction materials aggregates cement bitumen reinforcement etc.
Inform Resident Engineer and Contractor representative of any material or equipment that fails to meet the necessary requirements
Review materials test results materials submittals preparatory meeting agenda for Definable future of work
Attend Prep-meetings for Definable future of work to make sure all QC H&S and environment and other cross-cutting issues have been considered during the implementation of work activity.
Inspection of the sample materials and work mockups.
Materials inspection with product data sheets
Inspect field activities for compliance with the TS design and ESMP.
Notify RE Contractor and the CSU leadership and NRA Director-General for noncompliance findings and instruct the contractor for corrective actions in a timely manner.
Review and certify corrective action for the noted deficiencies
Conducts and documents all QA/QC related supervision processes and activities for all work items.
Attend the QA/QC coordination meetings technical project meetings and provide inputs for QC by the contractor to comply with the TS and other referenced standards and codes.
Enforces correction of non-compliance work within time and schedule tolerance.
Directly responsible for the implementation of all industry standards codes and manufacture guidelines for each specific area of construction activity.
Responsible for documentation and records of all field inspections and corresponding follow up reports
Provide evidence to THRCP that inspection meets contract requirements and pass all codes specifications and applicable governing codes and laws.
Ensure that product or equipment installed meets manufacturers recommended installation procedure
Provide and implement all quality-related necessary documentation forms checklists trackers records and filing to the RE and the CSU DTL/TL as part responsibilities.
Maintains a neat and orderly filing and document control system for the QA/QC files.
Conduct all initial ongoing and completion inspections before activity start during installation and at completion. Conduct initial pre-final punch list closeout and acceptance inspection to confirm all works meet the minimum QA/QC requirements.
Creating detailed comprehensive and well-structured test plans and test cases
Estimating prioritizing planning and coordinating quality testing activities.
3. Monitoring and Progress Controls
Effective management of the QA related activities of the project.
Review of procedures with time limits for the inspection sampling and testing of the works and all other QC/QA requirements.
Timely inspection and monitoring of quality Control plan procedures and requirements implemented for each activity by the Contractor.
Timely inspection and monitoring of effective management and establishment of laboratory facilities.
Review and acceptance of testing plans and schedules of the contractor in a timely manner.
Ensuring implementation of QA/QC H&S and ESM requirements for each project activity by the Construction Contractor.
4. Final Product
Development establishment and implementation of a standard QA/QC system including all procedures and processes for the THRCP/B2B works.
Developing attitudes for adherence to the quality requirements among the contractors and the CSU supervision team staff.
Ensuring all works are completed in compliance with the QC requirements of the contract and technical specifications.
5. Qualifications and Experience
Bachelors Degree in Road/Civil Engineering is required.
Masters Degree in an engineering discipline will be given an advantage.
b. Work Experience
Minimum 5 years of related experience with road and bridge construction work particularly for material testing.
Minimum 3 years progressively responsible experience in QA management for roads Laboratory Testing and a firm understanding of the requirements and specification of testing and materials.
Demonstrated knowledge and experience in the construction of various types of pavement surfaces including ordinary asphalt and SUPPER PAV Road pavements.
Demonstrated experience in pre-stressing grouting works and quality control.
Experienced in different classes of concrete and asphalt mix-designs under different conditions of construction procedures.
c. Key Competencies
Ability to review QC procedures and re-scheduling according to construction methodology as per field condition requirements and in accordance with quality assurance & quality control.

The component in mastering technical testing equipment and supply feedback in a detailed report format.
Knowledge of laboratory equipment operating and calibration of the plants and equipment.
Knowledge of MS Office including MS Word Excel PowerPoint and as well as engineering programs/software including but not limited to the Auto CAD Civil 3D and other relevant soft wares.
Good working knowledge of English both verbal and written fluent in Dari and Pashto.
Excellent writing skills. Able to develop and writing various types of reports proposals technical recommendations and memoranda.
Able to work in stressful situations and in multicultural environments
Able to travel to the provinces including insecure provinces and be able to stay fulltime at the project sites.
