A Bachelor’s Degree in Economics Management BBA and Public Administration is required. A Master’s Degree in stated fields is preferable.
General: The incumbent will work effectively under supervision of Plan and Policy Analysis Department the Executive Director and will report to the Plan and Policy Analysis Department. The responsibilities of Special Economic Expert include but are not limited to:
Overall research on Special Economic Zones and Cross country analysis of ASEZ within the context of the developing and emerging economies.
Review the current strategic Plan of AAEDC and recommend suggestions from learned lessons for the next strategic plan.
Prioritize and develop policies that attract FDI encourage job creation sustainable development in the potential sector according to the needs of the country and making sure that ASEZ laws and regulations are not in conflict with WTO and Regional Agreements.
To overview the economic potential cost effectiveness and facilities provided by the ASEZ and cross checked it with the regional competitors.
Working on Regional Economic Profile where the SEZ is going to be operationalize and focusing on the comparative advantage of each SEZ.
Analyze the business enabling environment of each SEZ and its capacity to attract FDI and find out the ways to remove all the barriers faced by potential and existing investors.
Evaluating the priority sectors features of each SEZ and then make a plan to attract the desirable investors for each SEZ.
Strong coordination and established positive working relationship with the AAEDC member ministries and relevant Economic commission and committees Resolute Support Mission and held meetings as per scheduled of AAEDC.
Organize an Experts working group with AAEDC member ministries and other stakeholders on different issues and taking their expert opinion on reviewing policies procedures acts and other relevant matters related to the commission.
To create a brand identity for ASEZ in general and for Afghanistan in particular.
Critical analysis of the ASEZ operation and identifying risk costs and remedial action plan to mitigate the risks and reduce cost.
Undertake field visits to the designated sites where SEZ are planned to be established.
Strong check on each activities in ASEZ and ensuring that each activity within the Zones are as per prevailing norms and Standards of ASEZ.
Supervision from the ASEZ and make a developmental fund from the revenue generated by SEZ in order to developed and maintain the existing infrastructure.
