V. Required QUALIFICATIONS
Master of Business Administration Master in Finance Accounting or related Finance field from an accredited institution with the minimum of 5 years of senior financial and budget management experience on USAID-funded projects or Bachelors of Business Administration Bachelors in Finance or related Finance field with a minimum of 10 years of financial and budget management experience on USAID-funded projects.
Experience working with an international non-governmental organization.
Demonstrated expertise in all aspects of project finance management including demonstrable skills in management of sub-awardees.
Significant demonstrated experience in managing donor funds.
Strong working knowledge of USAID financial management policies procedures and practices
Must have demonstrable hands-on experience with an accounting system and high-degree of competency in MS Excel and other accounting packages.
Strong working knowledge of Afghanistan Government mandated financial reporting requirements.
Excellent communication skills and team building skills.
Fluency in local languages and strong proficiency in English language.
Experience working with the Ministry of Economy on NGO audit issues and end of year financial reporting is highly preferred.
Broad conceptual judgment initiative and ability to deal with a wide range of finance issues; works with confidential data which if disclosed might have significant internal and/or external effect.
Ability to write and verbally communicate clearly and concisely in English.

The Senior Finance Manager is a full-time position based in Kabul Afghanistan reporting to the Goldozi Deputy Chief of Party. He/she will provide financial oversight over award implementation and subcontract management to ensure adherence to FHI 360 and USAID rules and regulations. S/He will also provide financial technical assistance and develop the capacity of partner organizations in country. In close coordination with the APRO office S/He will ensure the achievement of all financial control and performance objectives in accordance with requirements of FHI360 and USAID.
Provide leadership to finance and contracts aspects of the project including general financial management and processes subaward financial management and accounting;
Establish and maintain sound and transparent accounting and fiscal control procedures for financial subaward and operations aspects of project;
Ensure compliance of financial systems with FHI 360 policies and procedures USAID rules and regulation award requirements and Government of Afghanistan laws;
Develop analyze and monitor program budgets; monitor and track obligations and expenditures against budgets;
Develop and maintain all financial vouchers along with necessary back up documentation and record all transactions. Review all financials before presenting to the COP for approval and submission to HQ.
Monitor program burn rate and support the development and improvement of pipelines grant trackers accruals and spending projections.
Manage the financial aspects of the project procurement processes;
Advise DCOP regularly on all financial and agreement-related matters;
Provide technical assistance as needed to local partners on financial compliance and reporting;
Prepare and submit annual and quarterly financial and accrual reports to USAID;
Contribute to the development of high-quality work plans financial reports and any other reports required by USAID;
Liaise with internal and external auditors in the review of project financial management;
Supervise other project-based finance.
Finance and Accounting
Works closely with the DCOP and other program Finance team to implement improve and maintain financial management policies systems structures and procedures. Conducts training sessions for finance staff in audit preparation field accounting and reporting procedures; mentors staff on an ongoing basis. Tracks and monitors expenditures; ensures transactions are properly supported and documented before recommending for payment. Supervises payroll processing and coordinates with bank on payroll transfers account advice etc. Manages bank accounts including local and international transfers to suppliers vendors and staff; reviews and corrects as necessary monthly bank reconciliations. Ensures that all vouchers and receipts are correctly stamped recorded and filed; Ensures compliance with Afghanistan tax law and tax reporting. Keeps abreast with the latest trends in financial accounting; performs other duties as assigned.
Reporting & Audits
Coordinates with inventory staff to ensure non-consumable items are properly recorded. Coordinates the compiling of periodic and monthly financial reports and statements for submission to HQ. Develops quarterly accruals report for the submission to USAID and FHI 360 HO Prepares GoIRA mandated financial and tax reports as well as donor reports. Works with the selected audit firm to implement annual audit as mandated by the Government of Afghanistan.
Assists the DCOP in the development of annual budgets and its monitoring Works closely with the technical team to monitor program budgets. Works closely with technical team for smooth and effective program implementation and cash flow projections. Works with DCOP to create implement and monitor systems for budget pipelines and projections.
